Housing Element Technical Background Report
The City of West Hollywood, California
Submittal Deadline: May 31, 2007
The City of West Hollywood, California invites professional firms to
submit proposals to prepare the City's Housing Element Technical
Background Report.
The City of West Hollywood is 1.9 square miles in size, and was
incorporated in 1984. It is bounded by Beverly Hills to the west and
Los Angeles to the north, east and south. Prior to incorporation, the
City was part of unincorporated Los Angeles County. The city has 37,000
residents and over 3,500 businesses. The city has a large renter
population, which makes up over 78% of the city population.
The City of West Hollywood is beginning work on a comprehensive General
Plan Update. The Housing Element's Technical Background Report will
provide information necessary for the General Plan's process and
outreach, and it is an essential component of the Housing Element
itself. West Hollywood's draft Housing Element must be submitted to
California Department of Housing and Community Development in April
2008.
The City is seeking the services of a professional consulting firm with
the data collection, analysis, and presentation experience necessary to
complete a Housing Element. Interested firms should have a reputation
for outstanding service to its clients, and a proven track record of
successfully completing complex planning documents on time and within
budget.
SUMMARY SCOPE OF WORK
The City of West Hollywood is requesting proposals for preparation of a
Technical Background Report for its 2006-2011 Housing Element. The scope
of work will include at a minimum:
* All acquisition, research, analysis and presentation of
information necessary to prepare the Housing Element Technical
Background Report.
* Production of a minimum of two drafts and one final document.
* Production of summary and public presentation materials.
* Approximately twelve meetings with staff and four public
meetings.
The scope of work may be expanded to include preparation of the housing
element, or additional technical background work.
