General Plan Update
The City of West Hollywood, California
Submittal Deadline: May 31, 2007
The City of West Hollywood, California, invites professional planning
and design firms, or a team of firms, to submit Statements of
Qualifications to prepare a comprehensive update of the City's General
Plan. The City anticipates entering into an agreement with the selected
firm(s) based on a negotiated scope of work and fee not to exceed
$800,000.
The City of West Hollywood, incorporated in 1984, is located in an urban
and vibrant part of Los Angeles County and includes national
destinations such as the Sunset Strip, the Avenues of Arts and Design,
and a Gay and Lesbian nightlife area. The City is home to 37,000
residents, including a sizeable population of gays and lesbians,
seniors, and Russian immigrants. The city maintains a diverse social and
physical character, with a high quality of residential life. Although
1.9 square miles, the city has districts that offer a rich and varied
history, with the majority of the city developed as medium density
housing.
The General Plan Update process will develop a vision of what West
Hollywood will be in the future, and the updated plan document will
identify policies and pathways to achieve the vision. The plan should
articulate the defining identity of West Hollywood, as well as evaluate
current and future development, circulation, and resource pressures that
will impact the City.
The project approach should be educational and highly participatory,
leading to broad-based support. This will involve resolving competing
expectations and interests and finding common ground. It is important
for the consultant to demonstrate an ability to facilitate a thorough,
innovative process of public participation, and the use of creative and
effective strategies for balancing community input.

Interested firms should submit ten (10) copies of the Statement of
Qualifications by 5:00p.m. on May 31, 2007.
