Request for Qualifications - Consultant Services

Vacant Properties Survey
Department of Neighborhood Services and Community Development,
Chattanooga, Tennessee
Submittal Deadline: May 25, 2007

The Department of Neighborhood Services and Community Development will
administer a pilot properties initiative to develop action plans and
policies regarding vacant lots and vacant structures that persistently
fail to comply with the city's property code provisions (housing,
overgrowth, litter, illegal dumping).  As a prerequisite to this pilot
initiative, a "Vacant Lot and Vacant Structure Property Condition
Survey" will be conducted in 18 selected city neighborhoods that cover a
12 square mile area.  The Department seeks to contract with a qualified
individual or firm to complete the tasks associated with conducting the
survey outlined herein.

*	Develop a classification system for assessing conditions, using
criteria approved by the Department. 
*	Identify all vacant lots and vacant structures in the defined
project area. 
*	Collect data on vacant lots and vacant structures as specified
by the Department for each neighborhood. 
*	Use the data collected and other available information to
establish a database system for monitoring and tracking properties.  

The proposed project completion time is within three (3) months of the
contract date.  Qualified parties should have the experience and
expertise to complete the tasks outlined in the scope of work.

Candidates shall provide the following in their submittal:

*	Primary individual's or firm's qualifications 
*	If applicable, all individual(s) who will be assigned to the
project; resumes and specific responsibilities 
*	Evidence of expertise and experience in response to project
description 
*	One page executive summary for each of no more than three (3)
prior, similar projects 
*	Presentation of the attitude, professional qualities, and
methodology that make you or your firm uniquely qualified 
*	Project approach, including approximate percentage of Department
of Neighborhood Services and Community Development's staff time that may
be required 
*	Proposed timeline and benchmark accomplishments for project 
*	Proposed budget and method of payment 
*	Three (3) relevant references 

Candidates shall provide six (6) copies of their submittal no later than
12:00 Noon, Friday, May 25, 2007.  Qualifications submitted after the
deadline will not be accepted.  All proposals will be reviewed by a
committee, from which a short list of candidates will be selected to
interview. Short-listed candidates will be notified by June 1 and
interviews will be scheduled the week of June 11.  The intent is to have
an individual or firm selected by the third week in June.  Unsuccessful
candidates will be notified in writing.
