Economic Development and Sustainability
Lancaster County Planning Commission, Pennsylvania

Background
Adopted in April 2006, Balance, the Growth Management Element of
Envision, the Comprehensive Plan for Lancaster County, called for the
development of an Economic Development Plan that will identify detailed
policies, strategies and initiatives critical to promoting sustainable
urban and rural communities.
Lancaster County's economic health and vitality is based on its economic
diversity, and the diversity of its communities. We want to build
consensus and establish common ground among widely diverse interests. We
also want to promote inter-municipal cooperation in addressing the
county's most pressing economic issues and needs.
Scope of Work
The Lancaster County Economic Development and Sustainability Plan is to
be developed in three phases. $300,000 is the total amount available
for its development; and we anticipate two (2) years to complete the
Plan, beginning in September of 2007. We need your best estimate of the
costs for each of the phases.
Phase I - Consensus and Framework Development:
Consultants will work with the Economic Plan Task Force to forge a
consensus among members and to develop a framework to identify, analyze
and understand the dynamics of economic change and sustainability in
Lancaster County.
Phase I Time Frame: September 2007-March 2008
Phase II - Research:
The collection, compilation, and analysis of data, based on the
statistical framework of variables and indicators developed in Phase I.
Phase II Time Frame: April 2008-December 2008
Phase III - Development:
Meetings with the Economic Plan Task Force and a series of community
meetings throughout the County to:
* Present the results of the research and analysis.
* Gather input about what is required to promote an expanding yet
sustainable economy in Lancaster County.
* Creation of a comprehensive Economic Development and
Sustainability Plan document, reflecting deliberations, analyses, and
goals, as well as prioritized policies, strategies and programs to be
implemented.
Phase III Time Frame: January 2009-September 2009
Required Skill Sets (not limited to):
* Planning, economics, research and analysis
* Conflict resolution and consensus building
* Facilitating large, diverse groups
* Knowledge of Pennsylvania law, system of local governance and
land use regulation.
