Request for Proposals - Consultant Services

Commercial Enterprises Feasibility Study
The Shoshone Bannock Tribes, Idaho
Submittal Deadline: June 25, 2007

The Shoshone Bannock Tribes (Tribe) located in southeastern Idaho on the
Fort Hall Indian Reservation is seeking assistance from qualified firms
to determine the feasibility of Tribal Commercial Enterprises in
accordance with the Tribe's Exit 80 Master Plan calling for relocation
and development of the Tribal Enterprise Complex, including an Eagle
Road Business Park, leading to the creation of a destination resort.

Proposals will be evaluated and ranked on the following criteria:

*	Capability to Perform Project 
*	Relevant Project Experience 
*	Qualifications of Project Team 
*	Project Approach and Schedule 

Scope of Proposed Feasibility Study:

*	Feasibility of proposed Eagle Road Business Park, a strip mall
on a 12-acre site, including a proforma. 
*	Investigate feasibility of other businesses from a list
contained in the RFP Informational packet.   
*	Alternative sites, descriptions provided in RFP packet. 
*	Feasibility of and relocation and restructuring of existing
Tribal enterprises. 
*	Feasibility of a Business Incubator. 
*	Small and entrepreneurial business assessment. 
*	Tribal Commercial/Retail Enterprise Operational Analysis. 

The result will be a concise overview of the competitive market, the
pertinent economic/demographic/Commercial-retail/tourism issues, and a
final conclusion as to whether the market would support a relocated
commercial tribal enterprise complex on the Fort Hall Indian Reservation
site(s). This is the core component of the analysis, and generally
serves as the foundation for any additional analyses performed.

Contractor Selection
Firms will be short-listed from the proposals received and be required
to make a presentation on their project approach before being asked to
submit a proposed fee schedule.

Licensing and Governing Laws
Contractor and its employees are advised that the Tribal Business
License Act, Tribal Employment Rights Ordinance (TERO) and Land Use
Policy Ordinance are in effect on the Fort Hall Indian Reservation.
These are tribal laws and shall be enforced by the Shoshone-Bannock
Tries in all business transaction, employment, contracting, and land use
regulation on the Reservation. For more information about these laws

Right to Modify RFP
The Tribe reserves the right to revise the RFP documents prior to the
date of receipt of proposals.  Such revisions will be announced by
addendum.  Copies of such addenda as may be issued will be furnished to
all prospective respondents.  If the revisions require material changes
in proposals, the date set for receipt of proposals may be extended by
such number of days as, in the opinion of the Tribe, will enable
respondents to revise their proposals.  In such case, the addendum will
include an announcement of the new date for receipt of proposals.

ORAL INSTRUCTIONS OR INFORMATION CONCERNING THE RFP DOCUMENTS PROVIDED
TO RESPONDENTS BY EMPLOYEES OR AGENTS OF THE TRIBE SHALL NOT BIND THE
TRIBE.

RFP Detailed Informational Packet, Contract and Site Information
The RFP informational packet containing a more descriptive narrative of
the Scope of Work; the Exit 80 Master Plan; Reservation and area
Demographics; the Soil Types and Suitability Maps; Zoning maps and other
pertinent land information for the sites; Independent Contractor
Agreement form of contract for the terms and conditions of contract and
owner obligations are all part of the RFP and can be obtained from the
Tribal Planning Office, Building Number 82, Agency Road, Fort Hall,
Idaho; or by calling 208-478-3936, 478-3934, 478-3837 between the hours
of 8:00 AM to 5:00 PM.

Withdrawal or Modification of Proposal
Respondent may, without prejudice to itself, modify or withdraw its
Proposal by written request, provided that the Proposal and any request
are received by the Tribe prior to the closing time for receiving
Proposals at the place where the Proposals are to be received.
Following withdrawal of its Proposal, Respondent may submit a new
Proposal, provided it is received by the Tribe prior to the closing
time.

RFP Submission Requirements
Proposals shall be submitted in five (5) copies in a sealed envelope
clearly marked "Proposal For Feasibility of Commercial Enterprises At
The Exit 80 On The Fort Hall Indian Reservation, Do Not Open." Responses
to this Request For Proposal can be delivered to the Tribal Planning
Office, Building Number 82, Agency Road, no later than 4:30 PM, Monday,
June 25, 2007; or if mailed, must be postmarked no later than 4:30 P.M.,
Monday, June 25, 2007, and mailed to attention of:

Fort Hall, Idaho 83203

Proposals received after this date and time will be considered null and
void and will not receive further consideration. No oral or telephonic
bids will be considered. All proposals shall be prepared and submitted
in accordance with these instructions and all proposals submitted shall
become the property of the Tribe.

Private Proposal Opening/Acceptance
A private Proposal opening will be held.  Proposals will not be
disclosed to either the public or other respondents.  Proposals will be
subject to acceptance for a period of thirty (30) days after the date
Proposals are scheduled to be received.  The Tribe reserves the right,
as the interests of the Tribe may require, to reject any and all
proposals, to negotiate with any respondent to adjust its Proposal, to
perform the work itself, and to waive any informality in Proposals
received.  Unsuccessful respondents will be so notified in writing
within a reasonable time after award or rejection of all Proposals.
