Arts & Entertainment (A&E) District
WAMC Northeast Public Radio/WAMC Performing Arts Studio, Albany, New
York
Submittal Deadline: July 6, 2007

WAMC Northeast Public Radio/WAMC Performing Arts Studio in Albany, New
York is requesting proposals from qualified consulting firms and/or
individuals to assist in the creation of a plan to establish an Arts &
Entertainment (A&E) District on Central Avenue.  Since 2000, WAMC has
invested over $5 million on Central Avenue, and the WAMC Performing Arts
Studio (PAS) plays a crucial role as an economic development catalyst
for further revitalization of Central Avenue and the surrounding West
Hill Neighborhood.  The proposed WAMC PAS - Central Avenue A&E District
Plan adheres to recommendations in AveNew 2000, A Strategic
Revitalization Plan for the Central Avenue Commercial Corridor,
commissioned by the Central Avenue Business Improvement District (CBID)
and the City of Albany (completed in September, 2000).  In addition, the
City of Albany has recently begun a citywide comprehensive planning
process.  To effectively guide development efforts and the creation of a
WAMC - PAS Central Avenue A&E District, WAMC, in collaboration with the
CBID, seeks assistance in preparing a plan for the study area (map
provided in the full RFP) that will include a physical design/site plan
and economic development impact assessment. An essential deliverable of
the RFP includes the integration of zoning reform recommendations into
the citywide comprehensive planning process that will support and
nurture the creation of a WAMC PAS - Central Avenue A&E District.

WAMC has budgeted $40,000 for the WAMC PAS - Central Avenue A&E District
Plan.  This amount should be considered as a maximum contract amount,
with an understanding that the scope of work may be achieved for less.
Consultant proposals will be evaluated based upon completeness of
submission and an assessment of their ability to successfully complete
the RFP scope of work. Cost will not be the sole basis for selection.
