Comprehensive Plan 
The City of Berkeley, Missouri
Submittal Deadline: June 30, 2007

The City of Berkeley, Missouri is seeking proposals from qualified
planning consultants for service in development of a Comprehensive Plan.
The last plan was adopted in 1979 and needs to be updated and several
sub area studies added to formulate a plan for economic development and
enhancements of the City.

The Berkeley 2008 comprehensive plan project encompasses many
aspirations and dimensions, but its main goal is to design a framework
for action that will serve as a dynamic and living plan for our City.
The Plan will provide the basis for decision-making as and when
implemented.  The plan will also serve as a written guide to manage
public policies, plans, programs, actions, and public and private
investments for years to come.

Specifically, the intent of Berkeley 2008 comprehensive plan includes
identifying and analyzing opportunities and challenges facing Berkeley,
and setting specific goals and objectives, which reflect the ideals of
the community as a whole.  The plan will explore and assess options open
to Berkeley in the pursuit of its goals. The plan will not only update
the elements of the Berkeley 1979 Comprehensive Plan and 1998 Corridor
Master Plan but add sub area elements which will include, but not be
limited to, the Northpark Development, redevelopment of the "downtown
commercial area", steps to take to improve the design of the proposed
new interchange at Scudder Road and I-170, residential redevelopment
plan,   streetscape project to Hanley Road, Airport Road, Natural
Bridge, Frost Ave and possibly other corridors and Park and Recreation
enhancement, and development of a plan for a municipal complex.  The
goal of this planning process is to create a feasible, long-term plan
based on the community's view of what Berkeley has become and in what
direction Berkeley is moving.
