Analysis of Planning, Development Review and Zoning Processes
District of Columbia Office of Planning, Washington, D.C.

The District of Columbia Office of Planning seeks proposals from a
consultant or planning firm to conduct a review and analysis of the
planning, zoning and development review processes in the District.
The District of Columbia completed a revision of its Comprehensive Plan
in December 2006. The revised Plan calls for a study of the feasibility
of creating a Planning Commission in the District, an evaluation of the
District's Planned Unit Development regulations and procedures, and an
evaluation of the District's Large Tract Review procedures.
Rather than undertaking each of these studies separately and in a
vacuum, the Office of Planning is undertaking a comprehensive review and
analysis of the entire planning, zoning and development review process
in the District, how the processes are working (or not working), and how
we can improve them to serve the residents of the District more
effectively and efficiently in achieving a more inclusive and livable
city. A key component of the study will be the exploration of ways to
more effectively implement the District's newly adopted Comprehensive
Plan, including assessing the feasibility of creating a local planning
commission.
Community outreach is a core value of this study. OP expects extensive
outreach to and consultation with District residents.
Because the of the District's location in the nation's capital, and its
status as a "district within the federal government" rather than a city
or a state, several District and federal bodies share planning
responsibilities and have jurisdiction over various aspects of planning
for land in the District. Thus, extensive consultation with elected
officials, relevant District and federal government officials will be
required.
OP seeks recommendations specific to the establishment of a Planning
Commission, the zoning and development review processes (including PUD's
and Large Tract Review), and the best mechanism for implementation of
the Comprehensive Plan. The recommendations should provide for improved
certainty, increased transparency, quality development outcomes and more
meaningful public participation in all planning review processes.
