The AICP Commission requests that entities soliciting planning

Request for Qualifications - Consultant Services

Development of Design Guidelines
The City of Eureka, Eureka, California
Submittal Deadline: July 13, 2007

The City of Eureka is requesting qualifications and proposals from
architecture, urban planning, landscape architecture and urban design
firms for services leading to the development of Design Guidelines.

The City of Eureka believes that design review is important and
necessary to preserve and enhance the beauty and historic character of
the city and that creating a framework to assist and guide developers
and property owners in their planning efforts is critical. The City
believes that the existing Design Review process can be improved through
adoption of Design Guidelines for a number of Architectural Review (AR)
combining zone districts.

The AR (combining zone) Districts would consist of properties that have
a commonality of geography, land use, architecture, and/or building
type. The guidelines would benefit the applicant, neighbors, staff and
the decision makers by providing clear explanations and illustrations of
the design principals desired for the specified AR District.

The contemplated end product is intended to provide guidance to
builders, developers, architects and property owners on appropriate
architectural detailing, massing, siting and related techniques to
assure development relates contextually to existing neighborhood
patterns and styles. The resulting work product is anticipated to
include a detailed series of recommended techniques and appropriate
design methods, comprised of photographic and rendered examples as well
as narrative descriptions of each and the basis for their
recommendation. In addition, the resulting work product is anticipated
to contain an administrative review process that would include a
checklist for over-the-counter approvals of developments in compliance
with the Design Guidelines.

It is expected that the successful respondent will incorporate a
substantial component of local resident and stakeholder input.
