Area Master Plan for Ellsworth Air Force Base
State of South Dakota Governor's Office of Economic Development
Submittal Deadline:  July 20, 2007

The State of South Dakota Governor's Office of Economic Development - in
partnership with the Moving Forward with Ellsworth Air Force Base
Steering Committee is seeking:

An Area Master Plan [Master Plan] for the 4 miles square, 16 square mile
study area that surrounds Ellsworth Air Force Base (EAFB). Consultant
should represent experience and / or expertise to develop creative area
master planning visions for communities near and surrounding major
United States Air Force military installations.

The primary goal of the area master planning effort is proactive in
nature. When completed, the Area Master Planning effort will not only
identify solutions to impediments to diversification, but more
importantly establish a comprehensive vision for the area surrounding
EAFB that can be shared by the local, regional, state, private and
public sector stakeholders as they work together to advance
diversification and development efforts in the study area, in a way
compatible with EAFB and its current and future missions. 

Jurisdictions involved in study area:

*	State of South Dakota 
*	County of Meade, South Dakota 
*	County of Pennington, South Dakota 
*	City of Box Elder, South Dakota 
*	City of Rapid City, South Dakota 

Project Overview 
The study area surrounding EAFB involves 4 local jurisdictions.  The
local, regional and state economy is very dependant on EAFB which is the
second largest employer in the whole state.  Mission development at EAFB
is in resurgence, having been just selected to be a financial services
center for the entire Air Force.  This mission is expected to grow
personnel by 750 people over the next few years.  This mission growth
has caused a need for the 4 local jurisdictions of the study area to
accelerate their master planning efforts to support current and future
mission growth.

The study area consists of existing development and current planned
developments registered with local government.  However much of the
study area is undeveloped and some areas are candidates for
redevelopment.  The Box Elder Corridor has historically faced
impediments to development which would help diversify the local economy,
making it less dependant on EAFB.  Some but not all of those impediments
involve flood plains, various constraints on road and utility
development, lack of similar cross-jurisdictional rules and regulations
for developers to interface with and a comprehensive vision for
development that motivates developers to invest.

The 4 jurisdictions represented by the study area are each in various
levels of developing comprehensive community plans at the governmental
level.  Updated planning, zoning, building guidelines and other rules
and regulations to support those plans are also in various levels of
completion or development.  After reviewing each jurisdictions master
planning efforts to date, vendor will be asked to develop a
comprehensive area master plan for the entire study area. Vendor will
then be asked to prepare individual recommendations to each jurisdiction
consistent with the combined area master plan.

The comprehensive, combined master planning final product should
visually represent a vision for transportation, utility, residential,
commercial, industrial, recreational and other master planning
development elements for the study area.  The area master plan will set
a vision for both public and private development in the study area, in a
way that is compatible with current and future mission development of
Ellsworth Air Force Base. The comprehensive Master Plan will be
accompanied by draft rules and regulations for planning, zoning,
building codes, etc. that if adopted by local jurisdictions would create
as comprehensive a regulatory environment for the study area as
possible.  The comprehensive master plan will also set out "rough" or
preliminary financial estimates and potential funding sources to
accomplish the publicly funded portions of the master plan and funding
estimates for development projects that would be pursued by the private
sector.

End Product Envisioned

*	Carefully assimilate and compile current community planning
efforts of the planning offices of the jurisdictions in the study area,
the master plans of private developments, develop suggested uses of
undeveloped land in the study area, and suggest ways that areas might be
redeveloped. Compile these and consultant's recommendations into digital
and physical exhibits representing one comprehensive master plan for the
study area.  Each local jurisdiction should end up with an individual
set of recommendations and plans that when integrated together form a
comprehensive master plan for the entire study area. 
*	Compile for the final master plan a comprehensive implementation
plan listing development priorities and estimated funding necessary to
accomplish the envisioned master plan. Report should include future cost
estimates for things like transportation infrastructure, utility
development, flood plain redevelopment, estimates for developing
undeveloped areas and estimates for any areas that might be candidates
for redeveloped.  This should include consultant's recommendations for
public sources of funding for needs identified in the master plan
