Capital Improvements Plan
The City of Red Lodge, Montana
Submittal Deadline: November 30, 2007

The City of Red Lodge is soliciting Statement of Qualifications (SOQ)
for completing a Capital Improvements Plan.  The City anticipates having
$50,000 for preparation of the Capital Improvements Plan.  Some initial
work has been completed by the City of Red Lodge, and the City of Red
Lodge will be contributing staff time in the preparation of the needs
analysis portion of the project.  

The Capital Improvements Plan represents the first-ever, fully-funded
five-year Capital Improvement Plan (CIP) for the City of Red Lodge. Most
Capital Improvement Plans focus only on facilities, construction
projects and infrastructure needs, which are either beyond the
government's ability to pay or are dependent upon politically-charged
voter approved bond issues, special districts, loans, or grants.  As a
result, most Capital Improvement Plans simply review the government's
"wish lists" and end up on the shelf gathering dust.

In contrast, it is the intent of the Capital Improvement Plan to include
all capital purchases of $10,000 or more for equipment and $15,000 or
more for capital projects. Thus, it is the intent for the CIP to be
operational in nature. The intention of this CIP is to provide a
"blueprint" of the City's capital spending for the next five years. The
CIP should include a 5-year historical financial analysis as well as a
5-year financial forecast for all funds which have capital expenditure
implications. It is the intent that the historical financial analysis
and financial projections will enable the capital needs of the City to
be reconciled with the City's financial capabilities.

The CIP should also include the City's capital needs for the next 20
years. Years 6-20 will address only the needs, and do not require an
attempt to make financial projections that far into the future.

Responses to this RFQ should include:

*	The firm's legal name, address, and telephone numbers; 
*	The principal(s) of the firm and their experience and
qualifications; 
*	The experience and qualifications of the staff to be assigned to
the project; 
*	A description of the firm's prior experience, including up to
five similar projects, location, total cost, and name of a local
official knowledgeable regarding the firm's performance. 
*	A description of the firm's current work activities and how
these would be coordinated with the project, as well as the firm's
anticipated availability during the term of the project; 
*	The proposed work plan and schedule of activities to be
performed; 

Respondents will be evaluated according to the following criteria:

The selection of the firm will be based on the evaluation of the written
responses.  Interviews may be held with short-listed respondents, if
deemed necessary by the City.  The award will be made to the most
qualified firm whose Statement of Qualifications is deemed most
advantageous to the City, all factors considered.  Unsuccessful
respondents will be notified as soon as possible.

the Community Development Office no later than 5:00 p.m. on Friday,
November 30, 2007.  Please state "Response to Statement of
Qualifications for the CIP" on the outside of the response package.
Include five copies of the SOQ.

This solicitation is being offered in accordance with State law
governing procurement of professional services.  Accordingly, the City
reserves the right to negotiate an agreement based on fair and
reasonable compensation for the scope of work and services proposed, as
well as the right to reject any and all responses deemed unqualified,
unsatisfactory, or inappropriate.
