Palmetto Streetscape Plan
The City of Pacifica, California

DETAILED INFORMATION
The mission of the West Sharp Park Advisory Committee (WSPAC) is to improve life and economic development in this easygoing ocean side district. The focus of our concern is the area along Palmetto Ave. bordered by Paloma Ave. and the area of the golf course bordered by Clarendon Ave. and, from Beach Blvd. to Francisco Blvd. This focus of concern also includes the side streets within the assigned area namely, Carmel, Santa Maria, Salada, San Jose, Santa Rosa, and, Montecito.

The West Sharp Park Advisory Committee (WSPAC) was created by the City Council on January 9, 2006. Some of the key activities of the Committee include but are not limited to improvement of infrastructure, economic development and viability, business retention, landscaping, street lighting, under-grounding of utilities and, the general vitality of Palmetto Avenue. The Committee has met regularly and conducted considerable research, including interviews with local businesspeople and residents, and consultants who have made presentations and advised us pro bono to arrive at a new vision for West Sharp Park.

The City of Pacifica is seeking a consultant to work with the Advisory Committee, as well as with businesses, property owners and citizens to develop a Palmetto Streetscape Plan. The objective of the Streetscape Plan is to provide guidelines that can be implemented by the City to help in the transformation of Palmetto Avenue and ultimately the West Sharp Park area into a thriving destination for residents and visitors. We seek a consultant who can assist in the creation of a streetscape which will preserve and enhance life for neighborhood residents and, bolster this nascent business area.

The streetscape plan will be a first visual step to an anticipated overall improvement plan yielding an attractive, pedestrian-friendly neighborhood with a unique ocean- side business climate. It's also important to create a plan conducive to potential redevelopment in the area.

The Palmetto Streetscape Plan may include a detailed outline and rendering of recommended improvements such as landscaping, trees, resource recovery containers, planters, signage, lighting, parking improvements, possible street closure, traffic flow, utility under-grounding, building facade and design guidelines, pedestrian friendly space and transit furnishings. The final elements to be included in the Plan will be based on the work of the consultant in meetings with the committee and City staff.

Potential focal points on the street such as multi-use plazas for public events need to be identified as a part of the Plan. Incorporation of ideas from the public's draft proposal Palmetto Old Town, anchored by Pacifica Town Plaza, developed by WSPAC, are to be considered for inclusion in the final recommended Plan.

The main anchor of the neighborhood would be a public "Old Town Plaza" with the Pacific Ocean and Pacifica's green hills as the backdrop. Uses for the plaza may include; civic meetings, a boutique hotel, conference center, performance venue, art galleries, learning extension facility, festival space, cultural performance space, business functions, social gathering space, and a civic event space with staging for a year-round fiesta of performing arts.

The consultant will be required to meet with WSPAC and the community to gather additional ideas on the neighborhood's Streetscape Plan vision. WSPAC welcomes new ideas and recommendations.

PROJECT DELIVERABLES
At a minimum, project deliverables should include a plan document setting out the guidelines and policies needed for implementation of the Plan. In addition, the material must include renderings and typical drawings which visually illustrate the concepts and vision for the area.

SUBMITTAL REQUIREMENTS
The proposals must contain each of the following submittal requirements, within the page limits specified (12 point type, 8 ½" X 11" paper, normal margins).

Proposed Approach (Maximum 5 pages)
The consultant should provide a concise narrative on their approach or alternative approaches to conducting the scope of work as outlined in this RFP for the Palmetto Streetscape Project.

Budget Recommendations (Maximum 1 page)
Provide a budget estimate for conducting the project. The responder should provide a detailed budget outlining the cost for all elements of the project

Timeframe Recommendation (Maximum 1 page)
Please provide an estimate of the time it should take to complete the project. You may provide a range with an explanation of what major variables relate to the short and long ends of the range. The time estimate will not be used as a criterion in selecting the consultant.

Experience/Qualifications (Maximum 7 pages)
Describe your team's experience in performing similar work. Provide information on implementation of previous projects of a similar nature.

References
Provide names, titles and phone numbers for three references for each firm on the consulting team, and a brief explanation of their understanding of your work.
