Town Master Plan
The Town of Blythewood, South Carolina
Submittal Deadline: December 1, 2007

Project Overview
The Town of Blythewood is seeking the services of a consultant firm/team
with town planning and economic development experience. Respondents
should have broad experience in citizen involvement, visioning, downtown
planning, transportation oriented development with the use of existing
rails, sustainability, green technologies, landscape architecture, urban
design, historic preservation, transportation, market analysis, and
implementation. The purpose of this RFQ is to identify consulting teams
with the capability of creating a master plan for the town, including
the commercial core and the adjacent residential and rural areas and a 3
mile buffer of the town's limits (3-mile buffer map attached). The town
anticipates that this plan will serve as the basis for modifications to
land use and planning regulations, public and private investment
decisions and prioritization for the allocation of town resources.

Background
The Town of Blythewood is located in northern Richland County and
southern Fairfield County and is part of the larger Blythewood community
of Richland and Fairfield Counties. The town has experienced rapid
growth in recent years, increasing from 170 in 1990 to 1,465 in 2006 and
the community in general has experienced similar growth. While there is
a significant amount of land available for development in town, there
are several large developments planned for unincorporated areas near the
town.

There are many different development pressures placed upon the town.
I-77 was originally planned as an industrial corridor with several large
tracts marketed as such; suburban residential development has increased
over the past decade with the availability of water and sewer in and
around the town; and much of the land around the town is held as
agricultural use, including many horse farms. The town has made several
attempts to balance all of these interests while still preserving the
"small-town" character.

Project Approach
The strategy for this project should include, but not be limited to, the
following:

*	a strong emphasis on citizen participation which brings together
representatives from a broad range of stakeholders and maintains an
inclusive process through community dialogue, consensus building and
action; 
*	analysis of existing land use and ownership patterns with an
emphasis on redevelopment opportunities; 
*	analysis of existing development patterns and development of
recommended modifications, where appropriate; 
*	analysis of the current market and the development of marketing
strategies for the Town of Blythewood; 
*	development of annexation strategies. 
*	projected fiscal income. 

A scope of work and a specific request for proposals will be provided to
consultants with qualifications that best meet the objectives of the
Town of Blythewood's Town Council and Planning Commission.

Submittal Requirements
The following qualification information must be submitted:

*	Contact information - Name, address, and phone number of the
consulting firm, including any team members. 
*	Form of organization - Whether the lead firm is a partnership,
corporation, or sole proprietorship, where it is organized, and the
names of principals, officers, and directors of the firm. 
*	Key personnel - Names of key personnel, their respective titles,
experience, and periods of service with the firm and any team members. 
*	Statement of qualifications - A narrative or other statement of
qualifications for the proposed project. 
*	Availability - A brief statement of the availability of key
personnel of the firm/team to undertake the proposed project. 
*	Project list - List of projects completed by the firm/team. 
*	References - Names and telephone numbers of persons whom the
Board can call for references regarding the firm's past performance,
specifically on similar projects. 

Submission Deadline and Contact Information
Qualification information may be provided in any manner you may deem
appropriate and must clearly delineate your ability to successfully
complete a project of this type. The deadline for submission of
qualifications is December 1, 2007. Qualifications must be submitted to
the address below. Late submittals will NOT be accepted.
