The Mountain Landscapes Initiative: "Tool Box" Pilot
The Southwestern Commission, Region A, Western North Carolina
Submittal Deadline: December 31, 2007
Rapid, largely unregulated growth in the rural mountains of Western
North Carolina threatens the region's long-range economic vitality and
the quality of life of its residents. In order to protect and enhance
assets that have attracted humans to these mountains and valleys for
centuries, North Carolina's seven westernmost counties, through their
Council of Governments organization, the Southwestern Commission, seek
to create a "Tool Box" for responsible growth management. The
Southwestern Commission invites proposals to stage a public charrette
to:
* Produce the contents of the "Tool Box";
* Address selected growth management scenarios to demonstrate how
planning tools might apply to representative parcels or projects.
This is an historic regional planning initiative. It involves the active
participation not only of county and town governments in Western North
Carolina but also the Eastern Band of the Cherokee Indians, a regional
university and two community college systems, real estate development
professionals, land trusts and watershed associations, non-profit
advocacy groups, and the citizens themselves. What's more, the "Tool
Box" effort is a pilot for a broader Mountain Landscapes Initiative
convened by the Community Foundation of Western North Carolina. The
intent is to advance a regional planning discussion that can be expanded
into all the mountain counties in the state's western reaches.
This project has the advantage of a separately contracted public
outreach effort that will focus the agenda of the charrette and set
goals for "Tool Kit" content. And the chosen consulting team can count
on substantial regional support for mapping and data gathering.
