Festival Site Development
The City of Rochester, Department of Community Development, New York
Submittal Deadline: December 31, 2007

INTRODUCTION
The City of Rochester, Department of Community Development is seeking
qualification statements from consulting firms with interest in
providing planning and design services related to the development of a
festival site at 225 Verona Street, Rochester, New York. 

The project will result in a feasibility study and plan for the
development of the site as a festival site. The consultant shall perform
a needs analysis to identify the requirements of a range of types/sizes
of events. 

The consultant shall perform a site analysis to determine how the
existing site meets the requirements for a range of special events, and
the opportunities and constraints of the site to the development of
improvements.

The consultant shall prepare a feasibility analysis report, to include
the conclusions of the needs analysis and site analysis, recommended
options (including near term and long term options) for capital
improvements to support specific types/sizes of special events, with
preliminary cost estimates. The report shall include recommendations for
a program of near term capital improvements. 

Based on the approved program of improvements, the consultant shall
perform all phases of basic professional design services including:

*	program refinement for special events 
*	site survey, inventory and analysis 
*	public participation 
*	design of alternative concept plans and treatments 
*	cost estimates 
*	environmental assessment 
*	utility and agency coordination and approvals 
*	presentation of plans 
*	final design-construction drawings and specifications 
*	bid and award services
