Prepare a Market Feasibility Study for the Royster Clark Special Area
Plan
The City of Madison Department of Planning and Community and Economic
Development, Wisconsin

PROJECT SUMMARY
Introduction
The City of Madison Department of Planning and Community and Economic
Development requests proposals from qualified consultants to develop a
Market Feasibility Study for the Royster Clark Special Area Planning
Process. The consultant that will be hired to analyze market feasibility
will be working closely with City Planning Division Staff, who will be
concurrently preparing the Special Area Plan. The desired outcome for
the market study is to inform the City's Planning process by providing a
better understanding about market forces in the Planning Area. The
Royster Clark Special Area Plan consists of a former 26-acre fertilizer
plant site adjacent to a small commercial area. More specific objectives
for the market feasibility study include the following:
* A realistic assessment of the potential for developing
alternative employment, residential, commercial/retail or other uses
that may be suggested during the planning process - on the Royster-Clark
site specifically and in the planning area generally. This assessment
should be quantified and based on an analysis that considers both
potential market demand and competition within and near the planning
area.
* Identification of potential synergies among types of uses and
activities that might make development of several of the uses together
more viable than development of just one of them alone.
* Identification of negative influences or potential barriers to
development of the Royster-Clark site and planning area with the types
of uses identified during the planning process as neighborhood
preferences.
* Professional advice about how to refine development objectives
and/or reinforce them with other planning recommendations to make them
more feasible in the marketplace.
The consultant will be responsible for coordinating interviews, public
meetings alongside City Planning Staff, and providing a feasibility
study, a final report, and public presentations. The City of Madison has
budgeted $15,000 for this market study.
Better Urban Infill Development Program (BUILD)
Some of the Money budgeted has been provided by a Dane County BUILD
grant, which requires prequalification by the Dane County BUILD. For a
