Park Hill Industrial Corridor Master Plan / Implementation Strategy
Louisville/Jefferson County Metro Government, Kentucky
Submittal Deadline: January 18, 2008

Louisville/Jefferson County Metro Government is soliciting proposals to
prepare a Master Plan/Implementation Strategy for the Park Hill
Industrial Corridor. The purpose of the Master Plan is to increase the
Corridor's potential for job creation and to maximize private investment
in the area. The Implementation Strategy will outline concrete action
steps that can be implemented immediately following the completion of
the Master Plan to serve as a catalyst for change.

The focus of the Master Plan is the Park Hill Industrial Corridor
(estimated area 1400 acres) - Louisville's historic industrial core.
Since the 19th century, the area served as a juncture of major national
railroad routes enabling thriving and innovative business development.
Sharing the fate with other centers of heavy industry, since the 1970s
the area has suffered from numerous manufacturing plants' closures, job
losses and population decline. The master planning process will allow
Louisville Metro to delineate the city's vision for enhancing the
Corridor's value as a place to work and live. The master planning
process and the final document should attract private investment to the
area by repositioning it as a contemporary work place and mixed-use area
with amenities adequate for modern businesses and area residents.
Importantly, the Master Plan should look at ways to reconnect the old
industrial core to surrounding neighborhoods and the University of
Louisville campus.

The master planning consultant will perform at least the following
tasks: (1)initial research and data collection; (2) design and conduct
public participation; (3) design and carry out a communications
strategy; (4) develop master plan elements (land use, economic
development, urban design, etc.); (5) develop Corridor-specific design
standards; (6) develop an actionable implementation strategy, which
maximizes job creation and private investment; (7) perform preliminary
project planning and financial analysis for market-supported real estate
development project(s) that can be implemented immediately following the
completion of the master planning process.

A successful consulting firm is required to form a team which includes a
real estate development company with experience in areas with
significant disinvestment. While we do not require a firm commitment to
any specific development project, we believe that a presence of an
experienced development partner is required to ensure that the
Implementation Strategy is market-based and realistic.

The professional staff of the Economic Development Department will
assist the consultant's team with collection of the corridor-specific
data, coordination with other research and public participation
initiatives, and provide local perspective on the priorities for the
Park Hill Corridor redevelopment.
