Request for Qualifications - Consultant Services
Master Plan for the "Neck" Area of the Charleston Peninsula
The Berkeley-Charleston-Dorchester Council of Governments, South Carolina
Submittal Deadline: December 7, 2007
The Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) is soliciting qualifications from a qualified team of multidisciplinary consultants to develop a Master Plan for the "Neck" Area of the Charleston Peninsula of Charleston and North Charleston, South Carolina.
In consultant selection BCDCOG will consider experience, qualifications, and technical competence in the types of work required (40%), proposed traffic engineering team members with proven background in sensitive transportation facility design (30%), indication of the degree of understanding, by the consultant team, of the various issues, beyond infrastructure, involved in a Master Plan for the future overall urban design of the project area (15%), commitment to availability and scheduling of staff to meet project needs (8%), Disadvantaged Business Enterprise designation (5%) and familiarity with BCD region (2%).
Consultant firms interested in being considered for this project should respond with ten (10) copies of the following: letter of interest, current resume of qualifications, direct response to each of the selection criteria defined above, and any other pertinent information that will assist the BCDCOG in its decision. As a minimum the response should include the following information: (1) the understanding of and approach to the project (2) qualifications of the consultant and experience in this type of work including list of at least four (4) similar projects completed by the consultant team members, with names and phone numbers of contact persons for those projects, and (3) the key staff persons who will be assigned to this project together with their experience and qualifications. The BCDCOG selection will be based on information submitted. However, additional information and/or interview may be required.
The successful consultant shall comply with the requirements of Title 49 CFR Part 21 and Title VI of the Civil Rights Act of 1964. The successful consultant shall provide services in compliance with the Americans with Disabilities Act of 1990. BCDCOG strongly encourages the use and involvement of Disadvantaged Business Enterprises (DBE) on this project.
