Revised Zoning Ordinance
The City of Marshfield, Wisconsin
Submittal Deadline: November 7, 2007
The City of Marshfield is requesting proposals from consultants for
planning services. The project will involve preparation of a revised
Zoning Ordinance to convert from a conventional "Euclidean system"
zoning ordinance to a form-based and mixed use system and bring the
Zoning Ordinance into consistency with the newly adopted Comprehensive
Plan.
General Community and Project Information
The City of Marshfield is a vibrant small community located in the
geographical center of Wisconsin. In 2006 the Wisconsin Department of
Administration estimated the City population at 19,420. The US Census
Bureau reported the median family income for Marshfield as $50,000 for
1999. The community, historically dependent on rail transportation, has
grown into a community now recognized for its world class medical
center, Marshfield Clinic and St. Joseph's Hospital, and excellent
quality of life.
Marshfield has many unique factors relating to land use because of the
dichotomy of the service industries focused around the medical center
and the industrial centers focused around the rail hub and truck
transport. This creates a wide variety of housing and retail types that
have responded to the demands of the diverse work force. Marshfield is
surrounded by many smaller rural communities as well as being within the
greater Central Wisconsin "Ruro-plex" consisting of Wausau, Stevens
Point, Wisconsin Rapids and Marshfield. The unique characteristics
created by Marshfield's wide range of land uses and land demand will be
important to consider in creating an effective Zoning Ordinance.
The current Zoning Ordinance was recodified with the entire Municipal
Code in 2003 and has since only undergone minor amendments. The
Euclidean system of zoning has been the traditional model followed for
the Marshfield Zoning Ordinance and has become insufficient as present
land uses have evolved. The City of Marshfield would like to transition
into a form-based and mixed use approach to create a more logical and
understandable Zoning Ordinance. Consolidating unneeded districts as
well as creating more logical district designations and design overlay
districts would provide a means for reaching the goals for land use set
forth in the Comprehensive Plan.
The City has recently adopted an initiative to become a sustainable
community. As part of this initiative, creating better zoning practices
to reflect the desire for a healthy and sustainable community is an
important objective. The current lack of such planning concepts as
conservation subdivisions and traditional neighborhood design is also a
need that should be met by this revision of the Zoning Ordinance.
Scope of Services
The project area for the City of Marshfield Zoning Ordinance will be the
entire municipal boundary. Planning and Economic Development staff will
be administering the project and will be the local point of contact, as
well as establishing all meeting times and dates needed. Consultant
attendance will be necessary at specific Plan Commission meetings and
Common Council meetings as related to key work effort presentations.
The scope of services to be provided by the Consultant shall include,
but not be limited to, the elements defined in this RFP. This is a
guide to prospective Consultants and Consultant creativity and ideas on
approaches for strengthening the planning process will be considered.
The City expects an ordinance tailored to meet the specific needs and
unique circumstances of the City of Marshfield.
The Consultant must work with City staff and elected officials to create
a Zoning Ordinance that complies with the consistency requirement of the
current Smart Growth legislation, Sec. 66.0295(3) and Wisconsin Act 9.
Becoming familiar with the City of Marshfield Comprehensive Plan and
other City plans early in this process will be important for efficiency
and optimum success. Along with the Comprehensive Plan, the City has
adopted the City of Marshfield Comprehensive Outdoor Recreation Plan,
the Downtown Master Plan, the Marshfield Sewer Service Area Plan, the
Marshfield Trail and Bike Plan, the City of Marshfield Strategic Plan,
the Sustainable Marshfield Committee Report, the Cooperative Boundary
Agreement with the Town of McMillan and subsequent comprehensive plan
for the joint planning area, and the Cooperative Boundary Agreement with
the Town of Cameron and the subsequent comprehensive plan for the joint
planning area.
