Comprehensive Plan Update
The City of Sherman, Texas
Submittal Deadline: October 31, 2007

The City of Sherman, Texas is soliciting submittals for professional
planning services for a major update of the City's Comprehensive Plan.
The proposed plan will be an update to the previous Comprehensive Plan
adopted in 1998.  The plan is envisioned to be a proactive guide for
future growth, development, thoroughfare updates and historic
preservation through 2028.  The plan is intended to promote orderly
growth, development, and redevelopment of the community, consistent with
the values, goals, and objectives of the community.  The Comprehensive
Plan will include but may not be limited to the following Project Tasks.


*	Existing Information Review 
*	Data Analysis 
*	Citizen Participation 
*	Urban Design and Future Land Use 
*	Growth Management Goals and Policies 
*	Thoroughfares and Public Transit 
*	Conservation and Environmental Resources 
*	Greenways, Parks, Recreation, Open Space 
*	Existing and Projected housing needs 
*	Zoning 
*	Community and Cultural Services 
*	Utility Development 
*	Economic Development, Redevelopment and Reinvestment Zones 
*	Public Safety 
*	Public Buildings and Facilities 
*	Education 
*	Implementation 

The City expects a complete overhaul of its Comprehensive Plan. The
respondent shall submit a proposed general process for the project using
past experience and best practices in similar communities. The new
comprehensive plan should address in detail a planning horizon of
2008-2018 and provide general guidance for a planning horizon of
2018-2028.

The tentative schedule for the selection of a consultant for this
project is as follows:

October 1, 2007 

 

Release RFQ to Vendors

October 17, 2007

 

Pre-submittal conference (Optional)

October 31, 2007

 

Proposal Submission Deadline

November-December 2007

 

Review and Proposals and Consultant Interviews

January 7, 2008

 

Earliest Award by City

January 7, 2009

 

Council adoption of new plan
