Comprehensive Multi-modal Transportation Corridor Study
The Central Shenandoah Planning District Commission (CSPDC)
Submittal Deadline: November 1, 2007

The Central Shenandoah Planning District Commission (CSPDC) is
requesting proposals from qualified firms to prepare a comprehensive
multi-modal transportation corridor study. The CSPDC is a regional
land-use, transportation and economic development planning entity
located in the Shenandoah Valley in Virginia.

Background
The corridor that will be studied is the Richmond Road Corridor (US
Route 250), a major corridor offering east west connectivity in the City
of Staunton and Augusta County, Virginia. Richmond Road provides direct
access to Interstate 81 and secondary access to I-64, which makes Route
250 a heavily traveled route by both local and out of town traffic. The
western terminus of the proposed study corridor is Route 250's
intersection with Greenville Avenue (US Route 11), near downtown
Staunton; the eastern terminus of the study is Desper Hollow Road in
Augusta County, approximately 1.3 miles east of Interstate 81. The study
area is 3.6 miles in length.

The Richmond Road corridor in the study area is located within the City
of Staunton and Augusta County. These jurisdictions will both be heavily
involved in this planning process. This is a unique partnership between
the City of Staunton, Augusta County and the CSPDC, thus allowing
coordinated regional multimodal transportation planning to take place in
this area for the benefit of the citizens of both jurisdictions. In
addition, this contract is being funded by a Virginia Department of
Transportation (VDOT) multi-modal grant and all vendors are required to
submit for a VDOT pre-award audit.

Scope of Work
The Project will address congestion mitigation, bicycle/pedestrian
planning, access management, environmental impact surveying, safety
planning, corridor overlay district development, human transportation
needs surveying, and financing techniques for implementation.
