Lead Hazard Control Grant
The City of Erie, Pennsylvania
Submittal Deadline: October 22, 2007

General Project Description
The City of Erie, Pennsylvania is requesting proposals from a qualified
consultant to provide consulting services for HUD's Lead Hazard Control
Grant (LHCG).

Proposal Submission

*	RFP's shall reach the Department of Economic and Community
Development (DECD) at the following address no later than 4:00 PM
Monday, October 22, 2007: 

	*	Room 404, 626 State Street, Erie, PA  16501-1128 

*	Proposals shall be placed in a plainly marked envelope with "RFP
for Lead Hazard Control Grant Consulting Services"; AND THE SUBMITTER'S
COMPANY NAME AND RETURN ADDRESS. 
*	All parties are bound by the deadline and location requirements
of this RFP. 
*	Proposals must be mailed or hand delivered. 
*	The City is notliable for non-receipt of RFP's. 
*	Proposals will be handled confidentially by the City during
pre-award process. 
*	The City will not be responsible for expenses incurred in
connection with this procurement. 
*	All proposals remain effective for ninety days.

General Conditions

*	No verbal instructions/information to bidders will be provided
by the City.  The written specifications will be considered clear and
complete unless written attention is called to any apparent
discrepancies or incompleteness before the opening of the proposals. 
*	Submission of a proposal will be considered as conclusive
evidence of the bidder's complete examination and understanding of the
specifications. 
*	The City reserves the right to reject any or all proposals;
request additional information; accept, in its sole discretion, the
proposal considered most favorable; and waive minor irregularities in
the procedures or proposals if it is deemed in the best interest of the
City. 
*	The City reserves the right to negotiate with proposers to
establish variations from the original proposal(s), including proposed
cost, which may be in the interest of the City. 
*	The award will be made to that responsive and responsible bidder
whose proposal, conforming to specifications, will be most advantageous
to the City, price and other factors considered.  The award may or may
not be made to the firm with the lowest cost. Proposers are encouraged
to add to, modify or clarify scope of work items it deems appropriate to
obtain a high quality plan at the lowest possible cost.  Changes should
be listed and explained. 
*	The City shall have the right, without invalidating the
contract, to make additions to or deductions from the items or work
covered by the specifications.  In case such deductions or additions are
made, n equitable price adjustment shall be made in writing between the
City and the Vendor. 
*	Bidder's requesting additional information and/or clarifications
to the bid specifications shall submit the inquiries to Cyndie Zahner at
czahner at erie.pa.us <mailto:czahner at erie.pa.us> . 
*	The bidder will not discriminate against any applicant or
employee because of race, color, religion, sex, age, national origin or
handicap.  Such action shall include but not be limited to the
following:  employment, upgrading, demotion or transfer, recruitment or
recruitment advertising, layoff or termination, rates of pay/
compensation, and selection for training, including apprenticeship. 

Proposal Contents

*	Detailed description of  housing rehabilitation and lead-based
paint experience. 
*	Experience with the administration of other Lead-Based Paint
Hazard Control Grants. 
*	Evidence of the proposer's ability to perform the services,
employees to be utilized, expertise in housing rehabilitation, lead
services and HUD programming. 
*	Narrative which includes the proposer's knowledge of Federal,
State and local code and regulations required for the work, and an
understanding of the requirements as set forth in the Scope of Services.

*	A detailed cost listing including average hours, individuals
utilized and additional costs to be included in each category as listed
below. 
*	A detailed listing of any and all proposed and/or contracted
work of similar nature, specifically in regards to HUD Lead Hazard
Control Grants. 

Scope of Services

*	Assist the City in preparing the environmental review record,
environmental clearances, required notices, requests for release of
funds, and other statutory and regulatory requirements when requested. 
*	Assist the City staff in preparing budget/contract revisions for
LHCG activities. 
*	Assist City staff in preparing required LHCG reports. 
*	Advise City in regard to all LHCG, Title X, Lead Based Paint or
other related  regulatory and statutory questions. 
*	Advise City in regard to the submission and/or review of related
Lead-based Paint grant applications when requested. 
*	Advise City in regard to rehabilitation and Lead Hazard Control
Planning when requested. 
*	Provide general consulting and advisory services throughout the
term of the contract relative to regulatory requirements; eligible
costs; management practices; authorized and desirable activities to
implement; and enhancement of City's Lead Hazard Control and/or housing
rehabilitation programs.  This includes informing and advising the City
about federal and state policies and programs, and changes thereto. 
*	Advise/assist the City in establishing operational guidelines
for Lead Hazard and/or rehabilitation funded initiatives when requested.


Proposal Evaluations
The contents of the proposal should detail the following elements and
evaluations of all proposals will be based upon a point scale which
ranks the following categories: (Incomplete proposals may not be
considered.)

*	Demonstrated experience with the Lead Hazard Control Grant;
(40%) 
*	Evidence of the proposer's ability to perform the services, as
indicated by profiles of the staff's professional and technical
competence; (15%) 
*	Rates or pricing for the services defined; (15%) 
*	Understanding of the required Scope of Services as identified in
RFP; (10%) 
*	Demonstrated knowledge of Federal, State, and local code and
regulations relative to the work; (10%) 
*	General response to the invitation; (5%) 
*	Small, minority, women, local, or Section 3 Businesses.  (5%) 

In addition, all participants in this RFP should be advised of notice of
requirements for affirmative action to ensure equal employment
opportunities are applicable.  (Executive Order 11246)
