Request for Qualifications - Consultant Services

Master Planning Services
The Richardson Center Corporation (RCC), Buffalo New York
Submittal Deadline: November 12, 2007

OVERVIEW
The Richardson Center Corporation (RCC) is seeking qualifications from
experienced consultants to develop a Master Plan for the Richardson
Olmsted Complex in Buffalo, NY.

The deadline for receipt of responses to this Request for Qualifications
is Monday, November 12, 2007, 4:00 pm in Buffalo. Selected individuals
and firms will be invited to answer a formal Request for Proposal.

BACKGROUND
The Richardson Olmsted Complex, built in stages between 1871 and 1895,
is the subject of a major rehabilitation effort in the City of Buffalo.
The Complex is a major work by noted American architect Henry Hobson
Richardson who collaborated with Frederick Law Olmsted to design the
grounds, a plan which was developed and partially implemented.

The Richardson Center Corporation (RCC) was formed in 2006, bringing
together local and state partners to aggressively plan for
rehabilitation of the Complex.

SCOPE OF SERVICES
The selected consultant will be responsible for the development of a
Master Plan. Components of the plan will include:

*	Planning for land uses and development opportunities on the site

*	Planning for land uses and development opportunities that
complement contiguous uses 
*	Evaluation of multiple development opportunities 
*	Public participation 
*	Final product that supports an Environmental Impact Statement
process 
*	Economic modeling to identify the economic feasibility of
development opportunities 

The final report will be a bound, printed document, with supporting
materials as necessary. The expected delivery date will be no later than
November 1, 2008.

ELIGIBILITY CRITERIA
The Corporation is seeking individuals and firms/teams with experience
in comparable projects. Applicants should clearly highlight such
projects and the similarities to the proposed project. Major
considerations in selection for solicitation of Requests for Proposals
will be the following:

*	Demonstrated experience and qualifications, of the firm and
staff, preparing Master Plans for major sites or complexes of similar
size and/or significance 
*	Demonstrated experience with economic modeling 
*	Familiarity with SEQRA and NEPA process 
*	Familiarity with the NYS Historic Preservation Act 

SELECTION PROCESS
This is a two-stage, qualifications-based selection process. Report
services costs will be negotiated with the selected responders to the
Request for Proposals.

All submitted materials will be reviewed by members of the RCC Strategic
Planning Committee. The Committee will rank each submission based on the
eligibility criteria and develop a short-list of qualified respondents. 

The selected respondents will be invited to answer a formal Request for
Proposal. All respondents not selected for the short list will be
notified. A site visit is likely to be arranged for selected
respondents. The anticipated deadline for the short-listed respondents'
submissions is mid December 2007.

SUBMITTAL FORMAT
Each submittal entry should be provided in the format identified below.
Please label tabs with the categories headings listed A through F.
Provide 5 copies.

COVER LETTER (maximum of two pages)

*	Summarize qualifications most relevant to this project 
*	Identify team (if applicable) 
*	Provide name of contact person, phone, fax and email address 

RELEVANT QUALIFICATIONS (maximum of four pages)

*	Provide short, focused paragraphs in a summary format by topic:
do not include general information 
*	Present the qualifications for the work of the office proposed
for this project, not the firm as a whole. 

RELEVANT EXPERIENCE (maximum of four pages)

*	Provide brief descriptive text for each project as follows: 
*	Project name 

	*	Scope of program 
	*	Beginning/ending dates of project 
	*	Specify the role of key personnel for this project 
	*	Client contact information 

PROJECT TEAM SUMMARY (maximum of four pages)

*	Identify proposed key team members (i.e. Principal in Charge,
Project Manager) 
*	Summarize a proposal of team member roles and responsibilities
for this project. List experience relative to those roles (reference
projects in B & C above if relevant) 

REFERENCES (maximum of two pages)

*	Provide client references relevant to the projects in Sections B
& C, in the form of names, titles, current mail and email addresses, and
phone numbers 

APPENDIX

*	Resumes of key team members
