Community Economic Profile, Economic Development Strategy, and Fiscal
Analysis
The City of Council Bluffs, Iowa
Submittal Deadline: December 17, 2007

The City of Council Bluffs, Iowa is seeking Statements of Qualifications
(SOQ) from firms that are interested, experienced and knowledgeable in
preparing community economic profiles, economic development strategies,
cost of service studies, and public policy development. Council Bluffs
is located in Southwest Iowa at the interchange of Interstate 29 and
Interstate 80. The community has a population of approximately 62,000
residents and is part of the Omaha - Council Bluffs Metropolitan Area.
The City desires to engage a consultant to undertake a multi-phased
study to increase the understanding of the City's economic strengths and
weaknesses; identify economic development trends and opportunities;
establish specific goals and objectives with a defined course of action;
and develop policy and methods to implement this direction.

The City intends to select the consultant in January of 2007, and to
begin work as soon as possible following selection; and continue through
each phase on a schedule to be agreed-upon with the finalist as part of
the contract negotiation. The deadline for submittal is 5:00 p.m. on
