Sustainable Economic Development Plan Project
Tooele County, Utah
Submittal Deadline: November 16, 2007

The Tooele County Economic Development Division (COUNTY) is inviting
economic and land use planning consulting firms (CONSULTANT) who have
experience in the creation of an economic development plan to submit
sealed proposals for planning services for the Sustainable Economic
Development Plan Project.

SUMMARY
The Planning and Economic Development Division of Tooele County, Utah
has been active in pursuing economic development to promote the County's
sustainability since the population growth of the 1990's has made the
County a bedroom community to Salt Lake Valley. According to the 2000
census information, and the Department of Workforce Services, 44% of the
County's population commutes outside of the county for work. Local
workplace opportunities can be made through growth and expansion of
existing businesses and creating markets for any new businesses locating
within the county.

For the last 30 years the county's fortunes had been tied to the defense
industry. In the early 1990's, sharp defense cutbacks took their toll,
and employment fell sharply by the middle of the decade. This contrasted
sharply with the rest of the state which was growing rapidly during this
period. The study is for 3 areas of the county to include the Wendover,
Utah area has very little employment opportunities in the State of Utah
and most of the workforce commute into Nevada for jobs. The major
employment in that region is tied to the casino operations of Nevada,
and is subject to fluctuations in tourism. There is no current plan for
economic development that is being acted upon. The community would
benefit from having a plan that addresses the industries that the county
should market to for location in that area. This would also maximize the
funds expended to seek long term employment in the Utah side of Wendover
that is diversified and not totally dependant on tourism.

Firms wishing to be considered in the consultant selection process must
submit nine (9) copies of their technical proposal and one (1) separate
sealed compensation envelope no later than 1:00 p.m., local Tooele
County time, on November 16, 2007.

Proposals received after the designated time will not be considered in
the selection process and will be retained unopened until after the
contract is awarded. The COUNTY reserves the right to accept or reject
any or all proposals and to waive informalities or irregularities in the
selection process. The full RFP and any addenda will be posted on the

The COUNTY will not be liable for any costs incurred by the respondents
in replying to this RFP. The COUNTY is not liable for any costs for work
or services performed by the selected consultant prior to a written
Notice to Proceed.

To the extent permitted under Utah law, all proposals will be kept
confidential. In the event any Proposer believes that any information
submitted with its proposal is confidential, classified, or proprietary
business information, such information should be explicitly identified
and marked. The reason for such designation should also be stated.

NON DISCRIMINATION
The project is being funded in part by the United States Department of
Agriculture, Rural Development and requires that the CONTRACTOR complete
a certification regarding debarment, suspension, ineligibility and
voluntary exclusion as is required by Executive Order 12549, 7 CFR Part
3017, Section 3017.510.

The COUNTY has adopted a Non-Discrimination and Equal Employment
Opportunities policy. In accordance with that policy, the COUNTY
requires that the Proposer complete and submit the Certification of
Non-Discrimination.
