Long-Term Vision Plan
The Confederated Tribes of the Chehalis Reservation, Washington
Submittal Deadline: October 22, 2007

The Confederated Tribes of the Chehalis Reservation seeks Statements of
Qualifications from a multi-disciplinary team to assist in the
development of a long-term vision plan to guide future private and
public investments within the Grand Mound, Washington area. The area
development plan will incorporate current studies and plans with
additional demographic, economic and land use planning analysis to
create a growth template for future area needs.

A multi-disciplinary team is sought to work with Grand Mound, WA
regional stakeholders including: 

*	The Confederated Tribes of the Chehalis Reservation 
*	Thurston County 
*	Thurston Regional Planning Council 
*	Thurston Economic Development Council 
*	Rochester Chamber of Commerce 
*	Utility providers 
*	Local commercial Real Estate community 
*	Local Grand Mound business owners 

The consultant team should be well-experienced in:

*	Formulating a unifying design theme from multiple planning and
development efforts 
*	Identifying design and development standards for future area
development 
*	Analysis of market potential 
*	Identifying and facilitating economic development partnerships 

The resulting Development Plan concept will be forwarded to the Thurston
County Commissioners and Chehalis Reservation Business Committee for
formal adoption.

Background
The Grand Mound urban area is approximately 1.5 square miles in size,
and located along the Interstate-5 corridor north of Centralia and east
of the Confederated Tribes of the Chehalis Reservation. Until recently
this area was viewed as the industrial core of unincorporated Thurston
County, with public investments in sewer and water services stimulating
economic development. In 2003 there were an estimated 700 jobs in Grand
Mound, with the largest job site the Maple Lane School and Juvenile
Detention Center. In the surrounding area of Rochester there were an
estimated 1,400 additional jobs.  Historically, this has been an
economically depressed region.

The transportation system and business community of Grand Mound - an
area poised for explosive growth - serves Thurston and Lewis Counties
and the Confederated Tribes of the Chehalis Reservation.

New investments in the region are the first steps in this areas'
development.  The Great Wolf Lodge - a $110 million, 442,000 square foot
family destination result will house a water park and conference center,
supply hundreds of new jobs, and bring 300,000+ visitors a year to the
local economy.  The Port of Centralia has added over 1 million square
feet of warehouse space since 2000 and is expected to triple that in the
next year.  Thurston County reports a number of developments in the
pipeline, including a business park, motel, industrial plat, strip mall,
other commercial developments, and more than 21 subdivisions.

Project Description
The Grand Mound Development Study will be initiated through a contract
between the Confederated Tribes of the Chehalis Reservation and the
selected contractor. 

The plan will:

*	Examine changing land use patterns 
*	Project optimal land use for both tribal and county zoned
properties within the area 
*	Analyze economic development potential 
*	Identify physical and economic development issues and
opportunities through outreach to various stakeholders and technical
analysis 
*	Create a development template, customized for the area and
develop strategies and tribal/county governmental policy recommendations
needed to support growth in this rapidly changing location.    

Contact/Submittal Info:
Interested consultants should submit Statements of Qualification for
consideration. Responses should clearly and briefly demonstrate
qualifications to perform the required services including education,
certifications and/or licenses, and experience related to the proposed
services.

The SOQ should be organized in accordance to the list of scored
criteria.  The SOQ should not exceed twenty (20) one-sided pages,
including a cover sheet (optional). Concise responses are appreciated.
Consultants must submit proof of appropriate professional licensure (not
included in page limit). The Consultant must also state that they have
the ability to provide workers compensation and professional liability
insurance.

SOQ's will be scored as follows: 

*	Professional Qualifications - Qualifications of the firm and
staff to complete Grand Mount Development Plan. Discussion of
professional licensure, academic work, professional experience, and
professional affiliation relative to content of this project. (15%). 
*	Specialized Experience - Specialized experience and demonstrated
technical competence in the development of master and/or development
plans.  (10%) 
*	Past Performance - Past performance on similar contracts with
Government and/or Tribal agencies in terms of cost control, quality of
work, and compliance with performance schedules.  Past performance
documentation should include a list of at least three (3) comparable
projects including project contact, project description, cost and
duration of the project (15%). 
*	Geographic Proximity & Project Familiarity - Location of offices
and staff near the Grand Mound, WA region to increase service delivery
efficiency and availability during the project.  Please detail
familiarity with the project area and/or project stakeholders.
Consultant must disclose prior work on the Chehalis Reservation,
Thurston County or other named stakeholder as either a primary or
sub-contractor.  (25 %)   
*	Management Plan & Team Organization -  The degree to which the
proposed management plan and team organization - including degree of
principle participation, production coordination, division of work,
quality assurance, cost control, and prior experience of the project
team as a unit - will meet the objectives of this project. (25%) 
*	Indian Preference - Extent of active participation of Indian
Owned firms, Indian professional staff members, or Indian support staff.
(10%)
