Request for Qualifications - Consultant Services

Comprehensive Plan Update 
The City of Kuna, Idaho
Submittal Deadline: October 26, 2007

The City of Kuna, Idaho is a rapidly growing municipality located in
southwest Ada County with a population of 14,000 residents.

The City is requesting statements of qualifications (RFQ) from
individuals, firms, public or private agencies that are qualified
through professional knowledge, experience and expertise to prepare a
number of land use documents for a public agency.  

Specifically, the City is seeking an individual, firm, public or private
agency to provide professional consultant services that have the
necessary competencies to construct a future acquisitions map, determine
an area of City impact, develop a capital improvements plan (CIP) and
update the City's Comprehensive Plan.

BACKGROUND/PROCESS
The individual, firm or agency assuming responsibility for these tasks
will work closely with the Kuna City Council, Planning and Zoning
Commission, City staff, steering committee and the general public to
investigate assigned problems or projects and to provide counsel,
review, design, development, analysis or advice in formulating or
implementing the aforementioned documents. It is anticipated that the
consultant's services, opinions and recommendations will be performed
according to the consultant's methods without being subject to the
control of the agency except as to the result of the work.

SCOPE OF WORK

*	Update the City's 2003 Comprehensive Plan to include an
evaluation of previous and existing conditions, trends, desirable goals
and objectives, or desirable future situations for each of the 14
planning components identified in Idaho Statute 67-6508. The updated
Plan will include maps, charts and reports based on those components.  
*	Prepare a future acquisition map intended to designate lands
proposed for acquisition by the City of Kuna for a maximum 20 years in
keeping with the provisions of Idaho Statute 67-6517. 
*	Identify an area of City impact within the unincorporated area
of the County supported by appropriate analysis and narrative. The
document and map is intended to assist in the formulation of a
negotiated area of City impact according to the provisions of Idaho
Statute 67-6526. 
*	Develop a Capital Improvement Plan to assist in the
Comprehensive Plan analysis and qualify the City for possible future
impact fee evaluation. The Capital Improvement Plan will be constructed
according to the framework outlined in Idaho Statute 67-8208.

*	Perform other work as necessary related to this scope of work.  

SUBMITTAL INFORMATION
The Statement of Qualifications should include:

*	Description of the firm or individual or agency's expertise in
the preparation of the noted documents; 
*	Names, titles, experience, qualifications and service periods of
principals/key personnel; 
*	List of recent relevant projects; 
*	Three or more references from those who can attest to the
success of similar local government projects; 
*	An example of a work product noted in the scope of work.

The schedule for this project is as follows:

September 21, 2007

October 26, 2007

 

Deadline for submission: Friday 5:00 PM, Mountain Time

The City of Kuna is glad to respond to inquires. The City reserves the
right to ask respondents to provide supplemental information. The City
will invite qualified consultants to submit proposals and participate in
an interview process.

After completion of the interview process, the candidates will be asked
to prepare a detailed scope of work and proposed budget. Contract award
will be based on this submission. In the event that this RFQ is
withdrawn or the City determines not to enter into an agreement with any
of the respondents, the City assumes no liability whatsoever for any
costs or expenses incurred in connection with this effort.

Those interested in providing for these land use work products should
submit eight copies of the submittal information by close of business;
Friday, October 26, 2007. Mailed copies shall be postmarked, October 26,
2007 or delivered to the front counter of the Kuna City Hall by 5:00
P.M. on that date.
