Comprehensive Plan
Village of Brown Deer, Wisconsin
Submittal Deadline: November 12, 2007

Background
The Village of Brown Deer, Wisconsin is soliciting proposals from
qualified firms interested in assisting in the preparation of a
Comprehensive Plan, pursuant to Section 66.1001 of the Wisconsin State
Statutes. The Village of Brown Deer, a first tier suburb of the City of
Milwaukee, is located in the north central portion of Milwaukee County.
It is roughly 4 square miles in size and has a population of 12,170
persons (US Census 2000). The Village of Brown Deer saw significant
growth through the 1960's and 1970's and is now largely "built-out" with
only scattered vacant parcels suitable for development. As such, most of
the Village's land use planning has shifted to redevelopment efforts and
land use controls that help encourage creative reuse of property while
appropriately sustaining the existing infrastructure and quality of life
in the community.

The Village lacks any recent comprehensive or master land use plan. The
only master plan adopted by the Village dates back to 1966. Since
development reshaped the community greatly in the intervening period,
most of the old plan is obsolete. The Village wishes to create a new
comprehensive plan to comply with Wisconsin comprehensive planning
requirements but also to devise progressive land use policies,
techniques and guidelines that can help distinguish Brown Deer from
surrounding municipalities and promote the Village as an attractive
location to live, work and play.
