Land Use Code Update
The City of Bainbridge Island, Washington
Submittal Deadline: November 19, 2007

At the conclusion of the project the City of Bainbridge Island will have
an ordinance to repeal and replace Titles 17 Subdivisions and 18 Zoning
of the Bainbridge Island Municipal Code, along with other proposed
amendments to related Code provisions necessary to assure a consistent
and coherent regulatory framework.

The project is intended to identify and remove inconsistencies and
conflicts in present Code language, resulting from the merging of the
Kitsap County and Town of Winslow documents in 1991, and numerous
subsequent amendments and revisions.  When questions of intent or
purpose arise, the consultant team and City organization will be guided
by the Comprehensive Plan and its subordinate elements.  We anticipate
an initial scoping period, with active participation by the consultant
team.

The new Code will include strong environmental protections, and will
incorporate the principals of sustainable growth management and
development.

It is not intended that the project will update the Comprehensive Plan,
or set major new policy direction for the City; however, it may identify
Comprehensive Plan amendments that will be required to maintain
consistency in form and intent.  Nevertheless, the deliverables must
include required SEPA analysis.

This project is also not intended to include related but separate policy
projects that will result in BIMC amendments.  Among these are:  Core
District amendments; Critical Areas Ordinance revisions; tree
preservation regulations.  The consultant team will be required to
acknowledge these efforts, operating in parallel, and to incorporate any
Council actions on these projects into the fabric of the work product,
as appropriate.

The Consultants
The City of Bainbridge Island will select a team that has broad and
relevant experience in drafting municipal land use codes, as well as
specific experience with Washington State planning, growth management,
and environmental legislation.

The successful proposal will demonstrate an ability to respond to the
unique character and challenges of land use planning and regulation in
an island community under the Washington Growth Management Act, while
avoiding formulaic or stock Code solutions.

Team members should include professionals in planning, law, and natural
resources.  Proposals must include 

*	commitments of specific personnel from the team members; 
*	clear designation of lead consultant; 
*	a preliminary level of effort by key personnel; 
*	assurance of availability.  

The City will create a cross-departmental team to work with the
consultants throughout the project.  A City staff member will be
assigned as project manager for the City.  The staff will provide the
consultant team with an extensive list of perceived problems with the
current Code language.

Process
The City anticipates that this project will take approximately 18 months
to complete, following award of the contract.  Consultants should feel
free to propose a shorter timeline, with explanation.  The successful
Team will propose a process that includes:

*	close working relationship with the BI staff team; 
*	coordination with the City Attorney office; 
*	a series of decision packages for Planning Commission and public
review at key decision points; 
*	a realistic project timetable; 
*	a communication plan that maintains public dialog with the
public and key stakeholders, and reinforces the scope of the project; 
*	a single final product suitable for adoption by the BI City
Council. 

Budget
The City has not established a fixed budget for the project, and will
base their selection, in part, on responsible and responsive proposals
that include a clear and sound project budget.

Proposals must be submitted to the City of Bainbridge Island, 280 North
Madison, Bainbridge Island WA, Attention Greg Byrne.  They must be
