Livable Centers Study for the Greater East End Management District
the Houston-Galveston Area Council
Submittal Deadline: May 9, 2008

H-GAC is seeking consulting services to conduct a study and develop a
plan to further the goals of the Livable Centers program in the Greater
East End District of Houston. The Consultant (team) will develop a plan
that addresses the application of the Livable Centers program goals to
the study area, including identification of transportation improvements
that could leverage private investment and improve the quality of life
in the project area.

The consultant (team) will be required to have knowledge and expertise
in the following areas: 

*	Creating quality, walkable, mixed-use places, creating
multi-modal travel choices, improving environmental quality, and
promoting economic development. 
*	Estimating potential for private investment to be leveraged from
public improvements. 
*	Planning and design of street, sidewalk, signage, and lighting
improvements, including developing cost estimates. 


A Pre-Proposal Meeting will be held on Monday, April 14, 2008, from
2:00-3:30 p.m. in the Houston-Galveston Area Council (H-GAC) 2nd Floor
Conference Room C. Those unable to attend this meeting in person may
participate via conference call. Please notify Meredith Dang no later
than Thursday, April 10, 2008 if you plan to attend the meeting or wish
to be included on the conference call. All questions and answers from
the Pre-Proposal meeting will be compiled and provided to participating
Proposers, as well as posted on the H-GAC web site.

The Request for Proposals submittal packet can be downloaded from the
H-GAC web site at http://www.h-gac.com/purchasing/
<http://www.h-gac.com/purchasing/> . Interested persons may also obtain
the packet at the H-GAC offices at 3555 Timmons Lane, Suite 120,
Houston, Texas 77027, or by contacting Meredith Dang at 713-993-2443.
All questions regarding the Request for Proposals must be made in
writing prior to the Pre-Proposal Conference to the attention of
Meredith Dang by e-mail to meredith.dang at h-gac.com, mailed to the
Houston-Galveston Area Council, P.O. Box 22777, Houston, TX 77227-2777,
or faxed to 713-993-4503.

The RFP submittals should be sent to the attention of Alan C. Clark, MPO
Director , Houston-Galveston Area Council, 3555 Timmons, Suite 120,
Houston TX 77027, no later than Friday May 9, 2008 promptly at 4:30 P.M.
Proposals received after this date and time will not be accepted.
Respondents may submit their proposal to the H-GAC office any time prior
to the deadline. Ten (10) typewritten, bound/stapled and signed copies
are required.
