Subregion 4, Its Living Areas and Industrial Properties
The Maryland National Capital Park and Planning Commission

Request For Proposals (RFP 28-192)

The Prince George's County Planning Department of The Maryland-National
Capital Park and Planning Commission , hereinafter referred to as "the
Commission" is soliciting proposals for Consultant services to draft a
comprehensive master plan for Subregion 4 located in central Prince
George's County. The project area is bordered by US50 (John Hanson
Highway) to the north, the District of Columbia to the west, Suitland
Parkway to the south and I-495 to the east.

The Subregion is comprised of six "Living Areas" which are predominantly
residential in character containing multiple neighborhoods and six
established municipalities 1. In addition, there are a number of large
industrially zoned properties 2 located along US50 and I-495 and eight
growth centers which were designated by the 2002 General Plan.

The purpose of the master plan is to implement the goals and policy
recommendations of the 2002 Prince George's County General Plan 3 to
improve the quality of life within the county's established communities,
promote mixed use development along transportation corridors and at
targeted centers and nodes, encourage local economic development, and
protect environmentally sensitive areas.   The development of the final
master plan will be the conclusion of three main tasks to be contracted
separately:

The Main task for the Consultant would consist of drafting the master
plan elements for the Subregion as a whole, focusing primarily on the
designated Living Areas and industrially zoned properties, as indicated
in the scope of services. The selected firm will be responsible for
developing and drafting the plan and soliciting public and key
stakeholder's input.

1. The towns of Capitol Heights, Fairmount Heights, Glenarden, Cheverly,
Seat Pleasant, and District Heights.
