79 Austin Avenue SEQRA Project
The Corporation of the City of Yonkers, New York

Overview
The Corporation of the City of Yonkers (the "City") is soliciting sealed
proposals to establish a contract with a qualified planning consultant
to assist the Yonkers City Council with the State Environmental Quality
Review Act (SEQRA) process and rezoning of the property located at 79
Austin Avenue (block 3285, lot 10), Yonkers, New York that is proposed
for development by AvalonBay Communities, Inc.
The Property (approximately 20 acres) is wholly located in an IP
(planned industrial, residences excluded) district of the City and is
currently undeveloped, vacant land. Avalon is seeking an amendment to
the City Zoning Map to rezone the Property from IP District to M
(apartment houses, medium density) District to permit the development of
a luxury residential "apartment house" community.
If rezoning is granted, Avalon intends to develop the Property with a)
four 3-story buildings of 112 units; b) two 4-story units of 288 units;
and c) 518 parking spaces in an on-site 5-level garage and 202 surface
parking spaces.
The development will contain amenities including an outdoor swimming
pool, outdoor children's play area, a fitness center, and a community
center.
Under the State Environmental Quality Review Act, the actions directly
and indirectly proposed by Avalon are classified as "Unlisted".
Consultant Responsibilities
The Consultant shall have a minimum of five (5) years on-going
experience providing consulting services to New York State
municipalities regarding the New York State Environment Quality Review
Act.
The Consultant's environmental review services will address issues and
mitigations relating to the rezoning and development of the Property and
will include, but are not limited to transportation, noise, air quality,
storm water and drainage, sanitary sewer, parking, recreation and public
space, visual analysis/aesthetics, displacement and gentrification
issues, and community services and facilities.
Additional responsibilities include: reviewing the proposed scope with
the City Council and advising them of the adequacy of that document;
circulating the draft and adopted scope to interested and involved
agencies; advising and assisting the City Council with informing the
public about the project and the proposed development; making
presentations and attending civic meetings as may be required; reviewing
all development documents and preparing notices as required for SEQRA
purposes and as may be required by the City of Yonkers Zoning Board,
Planning Board, and City Council Real Estate Committee.
