Comprehensive Community Plan Revision
The Town of Warren, Rhode Island
Submittal Deadline: March 31, 2008
The Town of Warren, RI requests proposals from qualified consultants or
consulting teams to work with the Planning Department, other Town staff,
Planning Board, and the broader community to produce a revised
Comprehensive Community Plan for the community under the provisions of
the Rhode Island Enabling Act, Title 45, Chapter 22.2.
The consultant will make sure that the public participation process and
its results are visible and communicated to the public and to interested
agencies and officials of town government.
Working with the Town staff and Planning Board, the consultant shall be
required to address the following as part of the development of the
Comprehensive Plan:
* Produce a Comprehensive Plan in compliance with Rhode Island
Comprehensive Planning and Land Use Act, Title 45, Chapter 22.2,
including and incorporating such additional elements as may be
identified during the planning process.
* Provide framework for subdivision rules and regulations that are
in line with comprehensive plan and current planning techniques and
trends.
* Provide evaluation of current zoning ordinance and framework for
updating and rewriting as necessary to be in compliance with amended
comprehensive plan based on form-based zoning techniques.
* Recognize the need to be proactive in addressing the needs of
the community to preserve and protect open space and rural areas in the
town and introduce policies to support that goal
* Increase affordable (low and moderate) and work-force housing
options for residents
* Reduce stress on transportation infrastructure and facilities
services. Through its regulatory structure the Town of Warren seeks to
establish future land use patterns that protect its historic core, while
easing pressure on its existing infrastructure through the restructuring
of its subdivision regulations, zoning ordinance and updating of its
comprehensive plan, as well as plan for future land use patterns that
will ease the stress on infrastructure as the community grows.
* Present language and methods as to promote the future
implementation of form based regulatory controls. Use of "resilient
communities" planning methodology would also be acceptable.
* Reformulate the "game plan" for the town in terms of development
patterns, encouraging more efficient use of travel corridors, parking,
streetscape improvements, and alternative multi and intermodal
transportation initiatives via regulatory avenues; adopt measures to
encourage affordable housing and preserve current housing stock; protect
rural and historic landscapes throughout the town.
* Work completed on the Comprehensive Plan must be translatable to
amendments to the zoning ordinance and subdivision rules and
regulations.
* Responses to this RFP must confirm awareness that mapped
materials generated during the Master Plan process will be compatible
with, and integrated into, the Town's growing base of GIS technology.
All data will be in ESRI coverage, shapefile or geodatabase format.
The consultant should define project tasks, identify personnel assigned
to specific work, describe the proposed budget and present a timeline
outlining the proposed order and sequence of the work to be
accomplished. The Town encourages proposals that use available local
resources and information technologies to ensure full community
participation and feedback.
Proposals are due no later than 11 a.m. March 31, 2008.
