Off-Site Hope VI Home Developers
The City Of Utica, New York
Submittal Deadline: March 11, 2008
The Utica Municipal Housing Authority is seeking proposals from
qualified non-profit and for profit developers for the development of 21
detached single family homes to be constructed in the City of Utica for
purchase by low-income buyers in connection with the HOPE VI Grant.
Developers will assemble a Development Team, supervise construction,
provide homeownership counseling, and market and sell the homeownership
units. This RFP does not directly involve the bidding for the
construction of any units. RFPs may be obtained at our offices during
normal business hours or by calling 315-735-3362, ext. 34. The UMHA
encourages applications from M/WBEs, CHDOs, F/CBOs, and Section 3 firms.
All proposals must be received no later than to 4:30 p.m., Tuesday,
March 11, 2008. The UMHA reserves the right to reject any or all
proposals and waive any informalities if it be in the public interest to
do so. We may be contracted at the following address: Utica Municipal
Housing Authority; 509 Second Street; Utica, New York 13501.
Copies of this Request for Proposal may be emailed to applicants. The
Request for Proposal includes the scope of work, background information,
terms and conditions, and forms. Please send an e-mail with the subject

The Municipal Housing Authority of the City of Utica, New York (UMHA)
reserves the right to modify this schedule at our discretion. Proper
notification of changes in the response due date will be made to all
interested parties via e-mail or fax.
Evaluation and selection of the Developers will be in accordance with
the evaluation criteria specified in this Request for Proposals (RFP).
The UMHA strongly recommends that Respondents visit the proposed sites
and surrounding neighborhoods to ascertain the existing conditions.
Applicants are responsible for assembling a Development Team and
undertaking the proposals for the construction management and marketing
and sales of the
units, as well as other obligations described in this Request for
Proposal. An Applicant or Applicants will be selected based on an
evaluation of their qualifications, feasibility of their development
proposal, development experience, quality of proposed design, and other
requirements as noted in the Evaluation Criteria of this RFP.
Financing will be provided by the UMHA and its related entities. The
developer will not need to provide any additional financing. However, it
is strongly encouraged for the developer to provide match funding for
the provision of homeownership counseling, marketing, and closing
services.
This Request for Proposals ("RFP") does not represent any obligation or
agreement whatsoever on the part of the UMHA. Any obligation or
agreement on the part of the UMHA may only be incurred after the UMHA
enters into one or more written agreements approved by the UMHA Board of
Commissioners. In addition, certain obligations or agreements involving
the HOPE VI program will require the written approval of HUD.
The UMHA encourages applications from certified minority and women
business enterprises, Community Housing Development Organizations, faith
and community-based organizations, and Section 3 firms as well as
for-profit developers.
