Land Use Master Plan
The Town of Boone, North Carolina
Submittal Deadline: March 7, 2008

INTRODUCTION
The Town of Boone, North Carolina is seeking professional planning and
design services to assist in the preparation of a Strategic Land Use
Master Plan. The Town desires to utilize the National Charrette
Institute's Dynamic Planning Process model for the development and
delivery of the master plan. The master plan land use classification
system should follow the TransectMap land classification methodology and
the plan should incorporate the principles of Smart Growth presented in
Boone's recent Smart Growth Audit.

BACKGROUND
Boone is home to Appalachian State University, Appalachian Regional
Health Care system, and is the Watauga County seat. Boone has a current
population of 14,132 and enrollment at ASU is approaching 15,000.
Boone's jurisdiction covers roughly 12 square miles. Due to the
University and Medical Center's presence, Boone is a major economic and
cultural influence in western North Carolina. As a result, Boone has
experienced significant growth. This continued growth is placing
significant pressure on the natural environment. Boone's steeply sloping
hillsides, critical watershed and flood hazard areas each create
significant environmental challenges and opportunities. Boone residents
are seeking a sustainable land use plan that will provide the guiding
vision and policy basis for determining the appropriateness of
development or redevelopment over the next 20 years. The plan shall
acknowledge the areas natural beauty, university and medical center
presence as the town's greatest assets for continued growth and economic
development.

SCOPE OF SERVICES
The following scope of services utilizes the Charrette RFP template
developed by the National Charrette Institute. The Town anticipates a
collaborative design and planning process structured on the three phases
of the NCI Dynamic Planning process.

SUBMISSION REQUIREMENTS
Prospective consultants shall submit three copies (2 hard copies, one
digital) of their Statement of Qualifications which must be received by
March 7, 2008 in order to be considered for this project. At a minimum,
all submittals should include the following:

*	A description of the consultants understanding and approach to
the project, including projected timeline and anticipated project
deliverables. It is anticipated this project will be completed by the
end of the 2008 calendar year. 
*	A description of the type and level of support the consultant
will require/expect from the town through each phase of the project,
including planning staff support, GIS maps/data, provision of
meeting/studio space, meeting materials and meeting logistics, design
team meals, additional supporting background data, etc. 
*	Expertise of the design team: roles and experience of key
personnel. 
*	Examples of comparable projects completed in the past 3 years,
with references for each project. 
*	Estimated budget based on the scope of services and the proposed
approach detailing the time and budget allotted to each phase of the
project. 
*	Fee schedule for completion of additional services if additional
services were to be requested by the Town. 
*	All submittals shall be sent or delivered by the deadline to:

SELECTION PROCESS
A Selection Committee will be established to review qualification
statements received. From this review, a maximum of three firms will be
chosen for interviews by the Selection Committee. Interviews will be
scheduled for mid-March, 2008. Selection will be based upon submission
materials and interview results. Selection of the best qualified firm
will be in accordance with applicable North Carolina Statutes and is
expected by the end of March. Town Staff will negotiate a contract at a
reasonable fee with the best qualified firm. If a contract cannot be
successfully negotiated with the best qualified firm, staff will proceed
to negotiate a contract with the second best qualified firm.
