Request for Proposals - Consultant Services

Comprehensive Neighborhood Plan
The City of Dubuque, Iowa
Submittal Deadline: March 14, 2008

The City of Dubuque Iowa is requesting proposals from qualified
consultants to prepare a comprehensive plan for a downtown neighborhood.
Our intent is to develop a consensus-built plan for the revitalization
of a neighborhood currently in distress and transition. The plan will be
a strategy document, a product of a citizen participation process; and
include goals, objectives, implementation steps and capital budget
estimates. It will also include 'best practice' examples of other
successful neighborhood revitalization efforts.

It is the City's expectation that qualified consultants will assemble a
team with education and experience in urban planning; neighborhood
restoration; citizen engagement and public process; data analysis; and
the ability to produce a user-friendly, 'action-oriented' planning
document which will serve to stimulate revitalization efforts by the
City and residents to improve the quality of life in this neighborhood.
