Comprehensive Regional Goods Movement Plan and Implementation Strategy

ABOUT SCAG
Over the past four decades, the Southern California Association of
Governments (SCAG) has evolved as the largest of nearly 700 councils of
government in the United States, functioning as the Metropolitan
Planning Organization (MPO) for six counties: Los Angeles, Orange, San
Bernardino, Riverside, Ventura and Imperial.
As the designated MPO, SCAG is mandated by the federal government to
research and put together plans for transportation, growth management,
hazardous waste management, and air quality.
SCAG relies heavily on outside consultants and vendors to help
accomplish the overall mission and objectives of SCAG. We are always
striving to increase the breadth and depth of talent in our pool of
potential consultants and vendors, and are especially interested in
bringing more certified DBEs into the database.
BRIEF DESCRIPTION OF PROJECT
SCAG is soliciting proposals from qualified multi-disciplinary
consultant teams to develop a comprehensive and fully integrated
regional goods movement plan for Southern California with an
accompanying implementation strategy. The overall purpose of the project
is to develop a comprehensive regional goods movement plan that refines
the goods movement portion of the agency's 2008 Regional Transportation
Plan (RTP) and enhances the performance of the regional goods movement
system through the application of new technologies.
Note, within the next 90-days, SCAG anticipates issuing a separate RFP
to procure project management assistance for SCAG throughout the
duration of the Comprehensive Regional Goods Movement Plan and
Implementation Strategy. While consultants can propose on both RFPs,
awarding the resulting contracts to the same consultant could result in
a conflict of interest, as the consultant tasked with the management
effort will be responsible for managerial and support activities on
behalf of SCAG. Therefore, the consultant (prime and sub-consultants)
awarded the Comprehensive Regional Goods Movement Plan and
Implementation Strategy contract will be precluded from being awarded
the consultant management contract (and vice versa).
