Request for Qualifications - Consultant Services

Zoning Ordinance Update
The City of Palm Desert, California
Submittal Deadline: March 14, 2008

Interested parties are invited to submit a Statement of Qualifications
for professional services for the update of the City's zoning ordinance
as required by the State of California. The selected consultant will be
responsible for all steps necessary to prepare and process the document,
including data gathering, research, preparation of text and graphics,
making presentations to staff, the Planning Commission, and City
Council, and incorporating review comments to produce a final document.
The ideal consultant will have performed similar zoning ordinance
updates for a minimum of five agencies, using the same personnel as are
proposed for this project.

The City of Palm Desert last performed a comprehensive update of its
zoning ordinance in 1998, and its General Plan in March 2004. There will
be three areas of focus for the current project to update the zoning
ordinance: adding development standards to support new land uses defined
in the 2004 General Plan; reconciling internal inconsistencies that have
resulted from ten years of make-shift revisions; and enhancing the
user-friendliness of the ordinance by streamlining its organization and
adding graphic illustrations to clarify concepts.

The City does not anticipate engaging a steering committee or public
outreach efforts in the scope of work for this project, and would like
to adopt a revised zoning ordinance within six months of engaging the
consultant.

If you choose to submit a response to this request for qualifications,
it must contain the following information:

*	A general description of the firm and its resources, including
number of personnel, location of office(s), approximate annual volume of
consulting work performed, and number of years in business. 
*	Names and resumes of proposed key staff members who will be
assigned to this project. 
*	Description of five similar projects that the firm has completed
in the past five (5) years. Please include reference names and telephone
numbers for the clients. 
*	A description of any considerations that make the firm
particularly well suited or well qualified for this project. 
*	A current rate schedule and an estimate of the man-hours
necessary to complete the update of the zoning ordinance. (This is for
information only, and will not serve as criteria for selection.) 

Please submit three originals of your written proposal no later than
Friday, March 14, 2008 to: Lauri Aylaian, Director of Community

CA 97760. Selection will be made on the basis of qualifications; fee
negotiations with the top-ranked firm will commence promptly after
evaluation of the proposals.
