Historic Resources Inventory Update and Evaluation of Potential Historic
Properties
The City of Los Altos, California
Submittal Deadline:  February 1, 2008

The City of Los Altos desires to contract with a qualified architectural
historian and/or historical architectural firm to evaluate properties
for the purpose of 1) expanding the City's Historic Resources Inventory
and 2) reviewing and updating the current Historical Resources
Inventory.  The project will be separated into two phases.  Phase I, the
evaluation of potential historic properties, will start in the beginning
of 2008 and Phase II, the Historic Resources Inventory update, will
start after the completion of Phase I at a date to be determined.

Phase I 

Evaluation of Potential Historic Properties
This phase will involve the research and evaluation of approximately 50
properties that have been identified as potential historic resources.
The contracted firm will research and evaluate each of the identified
properties in order to determine their level of historic significance.
This initial research should include a field reconnaissance to each
site, use of general research tools such as maps, census data, and City
directories, and more detailed research using local archives and the Los
Altos History Museum.

Following the historic research, all properties that qualify as historic
resources should be ranked and scored using the scoring methodology
established during the City's 1997 historical resources inventory.  The
contracted firm shall prepare DPR523 forms, including 523a (the primary
record), 523b (the building, structure and object record) and any
related continuation sheets, for all properties that received a score of
50 or higher.  All forms shall be completed such that they are adequate
for inclusion into the City's Historic Resources Inventory and for
submittal to the State Department of Parks and Recreation, Office of
Historic Preservation to be included in the California Register.

As part of the historic property evaluation process, the contracted firm
should include time for two to three meetings with the Historical
Commission during the evaluation process.  An initial meeting, before
the evaluation process is started, will be used to present the research
and evaluation approach to the Historic Commission and allow Historic
Commissioners to comment and discuss the process.  Following the ranking
of each property, there will be one to two meetings with the Historic
Commission to present the results and allow for comments from affected
property owners and members of the public.

Phase II 

Update of the Current Historic Resources Inventory
Since the original Historic Resources Inventory was prepared in 1997,
there have been address and map inconsistencies, scoring discrepancies
and missing information identified within various property evaluations
and rankings.  As a result, the City feels that it is necessary to
review and update the existing Historic Resources Inventory.  The City's
current Historic Resources Inventory has 122 properties that are ranked
and scored and three non-ranked historic/heritage tree sites. The work
to be preformed would include:

*	Review of all existing DRP523 forms for consistency and accuracy
(this should include verifying the address, parcel number, vicinity map
and site photograph for each property).  The review should also identify
property evaluations that are missing information or have little or no
historical information. 
*	Following the initial review, the contracted firm shall conduct
the necessary research to update the DRP523 forms for all identified
historical properties. 
*	Once all of the DRP523 forms have been updated, all properties
that still qualify as historic resources shall have their scores
re-evaluated to ensure that the ranking is consistent and accurate.  The
ranking should be based on the scoring methodology established during
the 1997 historical resources inventory. 

As part of the Historic Resources Inventory update process, the firm
should include time for two meetings with the Historical Commission
during the update process.  The first meeting, before the update is
started, will be used to allow Historic Commissioners, property owners
and members of the public to identify specific properties and other
issues to review and evaluate.  Following the completion of the update,
there will be a meeting to present the results to the Historic
Commission and allow for comment from affected property owners and
members of the public.

Submittal Requirements

Please submit six hard copies and one electronic copy of your proposal
by Friday, February 1, 2008 at 5:00 pm.  The proposal should separate
the tasks, costs and timeframe associated with each phase.  Consultants
are encouraged to contact staff with any questions and to use the
proposal process to make recommendations and suggestions that the City
may not have considered.
