Request for Proposals - Consultant Services

Industrial Park Access Road
Great Falls Development Authority, Great Falls, Montana
Submittal Deadline: February 6, 2008

The Great Falls Development Authority, Inc. is requesting proposals for
preliminary design and cost estimates for a boulevard style public main
entrance road that meets City of Great Falls standards. This road will
service the 1400 acre Great Bear Innovation Park, located in the
northeast section of the City of Great Falls, Montana in Cascade County.
The site is adjacent to the Archer Daniels Midland Malt Plant and U.S.
Highway 87. At this time there is no clearly defined access road into
the Park. The design and cost estimates will be used to obtain Federal,
State or other funding for the road.

SCOPE OF WORK
The following is the minimum work requested under this RFP. Additional
tasks and work elements may be added or deleted during contract
negotiations. Upon conclusion of the negotiation process and before
proceeding with work tasks, the selected consultants will be required to
prepare a final work plan for inclusion into a contract agreement. Prior
to the completion of the final study report the consultants will solicit
input and approval from GFDA.

*	A preliminary design and cost estimates for the Park Boulevard: 
*	The preferred alternative, connecting Highway 87 at the existing
driveway in between the Archer Daniels Midland Malt Plant and the
Montgomery Energy property to Black Eagle Road, approx. 3,500' in length
including options for an at grade rail crossing or an overpass. 
*	The second alternative, connecting Highway 87 in the vicinity of
34th Avenue NE to Black Eagle Road. This alternative will include cost
estimates for land acquisition for the right of way. 

The engineering firm will coordinate and communicate with City of Great
Falls Planning Department, City of Great Falls Public Works Department,
and Montana Department of Transportation (MDOT) - Great Falls Division
Office.

CONSULTANT QUALIFICATIONS
The firm or consultant shall have the following skills, expertise,
knowledge and qualifications: 

*	Road & bridge planning/design. 
*	Personnel assigned to perform the work (including sub
consultants) with actual Road & bridge planning/design. 
*	Specific work experience on similar projects. 
*	Work experience with business/industrial park development
preferable. 

The original and five (5) copies of the proposal must be submitted by
4:30 p.m. on February 6, 2008 to the Great Falls Development Authority,
Attention: Lillian Sunwall, Project Manager, 300 Central Ave, US Bank
Bldg, Ste 406, P.O. Box 949, Great Falls, MT 59403-0949. The submittal
will follow the order below and include, at a minimum the following
information:

*	A cover letter signed and dated by the person or an authorized
representative of the organization making the submittal. 
*	A brief statement of your firm's understanding of the goals of
this project and of the services requested in this RFP. 
*	A proposed work plan indicating how your firm proposes to
perform the project as defined in the scope of work. This work plan
should be detailed enough to demonstrate your familiarity with this type
of project. The Work Plan should also include a proposed schedule for
completion.  It should include any sub-consultants and individuals
assigned to perform work. 
*	Client references, including a list of the similar projects
undertaken by the consultant. Include a point of contact, address,
telephone number and a brief description of the services your firm
provided. 
*	A list of sub consultants the consultant proposes to use as part
of the design team, if applicable. 

The GFDA reserves the right to accept/reject any proposal and make
additional inquiries to firms during the evaluation process.
