Nantz Road Small Area Plan - Lake Use District 
The Town of Cornelius, North Carolina
Submittal Deadline: January 18, 2008

The Town of Cornelius, North Carolina is seeking a qualified firm to
develop illustrative plan that focuses on lake supported uses and
waterfront development. The Town of Cornelius is located in North
Mecklenburg County approximately 20 miles north of the City of
Charlotte. Cornelius has unique development patterns including
residential waterfront development along the 49 miles of shoreline along
Lake Norman, in addition to traditional neighborhoods and developments
along a proposed rail line. The Town has 14.8 square miles of planning
jurisdiction. The Town has an adopted Strategic Plan that has identified
creating sustainable water front development to allow all citizens to
have access to Lake Norman. Additionally, the Town is committed to
ensuring adequate connectivity and all transportation options can be
achieved throughout Town and within this area.

Project Description 
The Town of Cornelius currently utilizes a comprehensive Land
Development Code which includes a Zoning Ordinance, Subdivision
Ordinance, and Watershed Ordinance. The Town desires to create a
development plan that will provide an opportunity to diversify tax base
with additional commercial opportunities while creating an area that
oriented toward Lake Norman. While being a lake community, the citizens
have limited opportunity to access the lake. Therefore, the Town desires
to create a plan that will promote Lake Norman as an amenity for all
citizens locally and regionally. The Town is currently coordinating
development with existing property owners within this area.
Consideration should also be given to transition from neighboring
properties to this site.

Additionally, the Town of Cornelius was awarded a UPWP planning grant
from the Mecklenburg Union Metropolitan Planning Organization that will
be incorporated in this process. As part of this study, the town is
requesting a feasibility analysis for bicycle/pedestrian and other
alternative transportation facilities within this plan area. The types
of facilities to be studied include sidewalks, bike lanes, shared
multi-use paths or a combination there of. The analysis should include
estimated right-of-way (ROW) and construction costs. The study will
include discussions with the Mecklenburg County Parks and Recreation
Department regarding access issues to the Ramsey Creek Park. The study
will also analyze the intersection of Nantz Road and West Catawba Avenue
to develop alternatives for accessing the proposed facilities within the
study area. The study will include a presentation to the MUMPO Technical
Coordinating Committee (TCC).

RFP is due January 18, 2008 at 5:00 p.m.
