Land Development Code
The City of Fruita, Colorado
Submittal Deadline: February 11, 2008
The City of Fruita, Colorado, is soliciting proposals from qualified
consultants to assist the city in updating their Land Development Code
to implement the soon to be adopted updated Community Plan (a component
of the City's Master Plan). The city's Land Development Code
incorporates the subdivision standards, zoning, sign code, and portions
of engineering design standards into one document.
The Community Plan update process started early in 2007 and was needed
due to the tremendous amount of growth experienced by the city and
surrounding area and other factors. Through the Community Plan update
process, Fruita has reestablished the Community's vision to: "Improve
and enhance the small town atmosphere of the Fruita community while
providing high quality services for a growing population and striving
for economic development and prosperity." The City is calling on
qualified consultants to help bring the vision to reality.
Major changes to the Land Development Code necessitated by this update
include a new mixed use/mixed density land use category along with bonus
density incentives for most residential land use categories. Increased
density in the downtown area is also recommended by the Plan.
Strengthening/clarifying the sign code, design standards, annexation
considerations, park standards, and road standards are also necessitated
due to the Community Plan update. Resolving inconsistencies and
improving other sections of the Code are also needed. Staff has already
identified many changes needed regarding processing of land development
applications, current inconsistencies and unclear sections of the Code.
Community outreach and public hearings are expected to be handled by
staff, however; an option may be to help stage a public charrette to
demonstrate how the bonus density criteria might apply to representative
parcels or projects.
This is expected to be a six-month process (or less) from the time of
hire to the time of beginning of public hearings for adoption.
The current Land Use Code and the most recent draft of the updated
Community Plan and other city plans and regulations are available on

Submittal Requirements
Proposals should provide a clear and concise demonstration of the
respondent's capability to assist staff with diagnosing the existing
Code and develop language for the update to the Code. The city will not
be limited solely to the information provided by the respondent.
Additional information or modifications to proposals may be requested
from any prospective firm. The city is open to modifications to this
RFP if respondents believe it to be necessary to accomplish the intended
goal.
Proposals will be evaluated based on: overall experience, experience
relevant to the project, availability of staff, relevance of education
and experience of staff, understanding of the project, clarity and
usefulness of methods and techniques and value of work compared to the
cost of the project.
At a minimum the following information should be submitted:
* A narrative explaining the overall strategy to be taken toward
completion of the project, how the major work items will be carried out,
and any recommended changes to the project scope as presented in this
RFP. Be sure to address project timing.
* A statement of qualifications together with appropriate
supplemental information demonstrating qualifications of the firm and
the key personnel identified to undertake the proposed project. Please
indicate the number of years the firm and the key personnel have been
involved in projects requiring a similar set of skills and expertise.
The city will be especially interested in firms that can point to
results of work done with bonus density incentives in other places
similar to the City of Fruita.
* A cost proposal for the proposed consulting services including
by major task, time and cost estimates for personnel as well as
non-personnel costs.
* A list of references including municipalities with which the
firm has accomplished similar projects.
* A proposed professional services agreement, including relevant
terms and conditions and a statement of available insurance.
* Five hard copies of the submittal and an electronic version
should be provided to the person identified below.
