Downtown Development Pattern Book
The Village of Downers Grove, Illinois
Submittal Deadline: February 1, 2008

The Village of Downers Grove, Illinois, has seen a rapid change in the
character of its downtown core. Demand for new retail construction and
residential units, coupled with a shortage of building sites, has
spurred the demolition of old commercial buildings. Old one- and
two-story structures with commercial storefronts have given way to the
new construction which is larger than their predecessors utilizing
multiple lots or entire blocks. The Village Council recommended that the
Village initiate a community dialogue on development design review
process through publication of a non-binding architectural pattern book
for the downtown area. The downtown development pattern book should
provide a common statement of preferred architectural style and design.

The pattern book is the first step in the process of developing design
guidelines for all downtown development. The Downtown Development
Pattern Book will serve as a technical foundation for a set of design
guidelines and regulations to be created in a subsequent action, which
is not part of this RFP. The pattern book will serve to inform new
construction and any remodeling of existing structures in downtown
Downers Grove with regard to appropriate bulk and architecture, to
assure that such construction fits appropriately into the context of its
surroundings.

The Downtown Development Pattern Book is also intended to establish a
greater understanding of the existing architectural styles within the
downtown area and provide recommendations for architectural style and
contextual design methods for all future construction in the Village's
downtown area which will ultimately be implemented in a required more
comprehensive design review process and the Village Zoning Ordinance. As
such, the Development Pattern Book must serve two somewhat divergent
needs: (1) on one hand, it must inform the design professionals of
specific and detailed recommended methods, criteria and measures for
improving contextual design; and, (2) on the other hand, it must be
useful, easily understood and enthusiastically endorsed by the general
public and the downtown business community. The Village of Downers Grove
is seeking a consultant that will facilitate the preparation of the
Downtown Development Pattern Book that meets the above goals.

Extensive downtown analysis and research is key to determining the
existing architectural styles, community context and defining the future
design style and context-sensitive design solutions.
