Request for Proposals - Consultant Services

Wee Wun Housing Development Architectural Services

Submittal Deadline: February 5, 2008

Instruction to Bidders 
Proposals are requested for architectural services from licensed
qualified architectural firms for designs, including all drawings and
specifications, inspections and changes, for the design of 2, 3, 4 & 5
bedroom, low-income homes to be placed on 11 sites of the Angeline
Housing Development.

Funding Source
The Suquamish Housing Program receives Indian Housing Block Grant
through HUD's Native American Housing and Self-Determination Act
(NAHASDA). HUD and NAHASDA regulations apply to this project.

Forms: Each Proposal shall be submitted on the attached standardized
form. Proposal shall be submitted in a separate sealed envelope bearing
the title Angeline Project Architectural proposal, ATTN: Shawn Scott -
Suquamish Housing Program, Department of Community Development and the
name of the person submitting the proposal. The proposal accepted by the
Tribe shall be included as part of the contract between the Tribe and
the Architect.

Modifications
Proposals shall not contain any recapitulations of the work to be done.
Alternate proposals will not be considered unless called for.

Examination of Scope of Work and Visit to Site
Before submitting a proposal, bidders shall carefully review this
request for proposals and scope of work and the agreement between Tribe
and Engineer; bidders are encouraged to visit the site to fully inform
themselves as to all existing conditions and limitations.

Interpretation of Documents
If any person contemplating submitting a proposal who is in doubt as to
the true meaning of any part of this request for proposals, the Scope of
Work, the agreement between the Tribe and engineer, or the standardized
proposal form; or finds discrepancies, omissions, or inconsistencies in
these documents, may submit to the Tribe a written request for an
interpretation. Any corrections of or changes to the documents will be
made by addendum issued by the Tribe, and a copy of the addendum will be
mailed or delivered to each person who has requested a standardized
proposal form. The tribe will not be responsible for any other
explanations or interpretations of the contract documents.

Addenda
Any addenda issued by the Tribe during the time for submission of
proposals, shall become part of the contract documents, shall be covered
in the proposal, and shall be made of the contract. Receipt of each
addendum shall be acknowledged in the proposal. No addenda shall be
included in any proposal except such addenda as may be issued by the
Tribe.

Delivery of Proposals
Proposals shall be delivered to the above address no later than 4:30 PM
(P.S.T.) on Tuesday, February 5, 2008.

Withdrawal
Aany bidder may withdraw his proposal, either personally or by notice
using a facsimile, or written request, at any time prior to the
scheduled closing time for receipt of proposals. No bidder may withdraw
his proposal for period of thirty days after the date of opening
thereof.

Opening
Proposals will be opened and publicly read out loud on Tuesday, February
5, 2008, at 10:00 AM at the Suquamish Tribal Center in the Department of
Community Development office, 18490 Suquamish Way, Suquamish, Port
Madison Indian Reservation, Kitsap County, State of Washington. 

Indian Preference Policy
In accordance with Suquamish Indian Tribe personnel policies and
procedures manual, section 3.02.

Award or rejection
Subject to the Indian Preference Policy of the Suquamish Indian Tribe,
the contract will be awarded to the best qualified, responsible bidder
who submits a bid which complies with these instructions and any HUD
regulations that apply.

The Tribe reserves the right to reject any or all proposals as may be
appropriate in the best interests of the Tribe.
