ABOUT SCAG
Over the past four decades, the Southern California Association of
Governments (SCAG) has evolved as the largest of nearly 700 councils of
government in the United States, functioning as the Metropolitan
Planning Organization (MPO) for six counties: Los Angeles, Orange, San
Bernardino, Riverside, Ventura and Imperial.

As the designated MPO, SCAG is mandated by the federal government to
research and put together plans for transportation, growth management,
hazardous waste management, and air quality.

SCAG relies heavily on outside consultants and vendors to help
accomplish the overall mission and objectives of SCAG. We are always
striving to increase the breadth and depth of talent in our pool of
potential consultants and vendors, and are especially interested in
bringing more certified DBEs into the database.

BRIEF DESCRIPTION OF PROJECT
The goal of this project is to perform a focused examination of several
critical components of SCAG's new Regional Travel Demand Model. The
first priority is to review the Model's HOV component. SCAG is
interested in further improving and refining the HOV component of the
Regional Model.  Also, Caltrans needs reliable HOV forecasts for their
HOV planning and highway design purposes and is very interested in
refining the HOV forecast. The second priority is to review the Regional
Model's convergence process.  The consultant shall review current
convergence practice and work closely with Caltrans and SCAG Modeling
Staff to propose alternative looping strategies.  The consultant shall
summarize the findings in a Final Report.
