Subregional Planning Initiative
Houston-Galveston Area Council, Texas

DESCRIPTION OF PROJECT
H-GAC has launched a new program, the Subregional Planning Initiative
(SPI), whose aim is to better link regional transportation goals with
local plans, projects, and development strategies.  The regional
transportation goals include reducing use of single-occupancy vehicles,
improving access and mobility, and integrating transportation and land
use planning.  H-GAC is seeking consulting services to assist in this
initiative including: developing tailored scopes of work and budgets for
the selected subregions, conducting information gathering and public
outreach efforts within each subregion, and creating action and policy
plans for each selected subregion.  As part of this initiative H-GAC is
also seeking assistance to develop a "toolbox" of national best
practices in transportation and land use planning as adapted for the
regulatory environment of cities and counties in Texas. The tools will
include innovative, cost-efficient, multimodal, and mixed-use physical
design solutions, policies, planning, and development guidelines.

As this project requires a range of research, transportation, and
planning expertise, a team of specialized firms is permitted.  A
consultant, or team of consultants with one prime contractor
(Consultant/team), is a typical type of consultant contract used by
H-GAC.

The Consultant/team is required to have knowledge and expertise in the
following areas:

*	Creating multi-modal travel choices, improving coordination of
land use and transportation planning, and improving accessibility. 
*	Public outreach and participation, including visioning
techniques 
*	Toolbox development, including development of web-based
applications 
*	Planning and design of access management improvements, corridor
improvement, goods movement, transit service, safety enhancements, and
facilities for pedestrian and bicyclists, including developing cost
estimates. 
*	Transportation funding mechanisms, including the application of
public/private partnerships to leverage federal funding opportunities.
