consultants follow a two-part RFQ/RFP selection procedure. Here's the

10 Year Plan to End Homelessness

BRIEF DESCRIPTION OF PROJECT
Unity Foundation of LaPorte County, Inc., on behalf of the Home Team of
LaPorte County, requests proposals for professional consulting services
to assist in the development of a Ten-Year Plan to End Homelessness
("Plan") in LaPorte County, Indiana.
LaPorte County will undertake development of the Plan as a framework for
effectively addressing how the County/Home Team can better meet the most
basic needs of all residents. The purpose of the RFP is to provide
interested consultant firms with sufficient information to enable the
firms to prepare and submit proposals to assist the Home Team in
stabilizing and sustaining critical services to the homeless through
creation of a countywide 10-Year Plan to End Chronic Homelessness.
Key Principles:
* Prevent homelessness before it occurs.
* Move people quickly to stable housing with the necessary
supportive services to achieve self-sufficiency.
* Build the public and political will to sustain our efforts and
bring an end to homelessness.
* lign resources for success in ending homelessness.
LaPorte County's 10 year Plan to End Homelessness ("Plan") should
document our commitment to ending homelessness in LaPorte County by 2018
and outline strategies that will support this goal. The Plan should be
comprehensive with respect to the total homeless population and each of
the three sub-categories (Chronic, Transitional and Emergency).
Objectives of the Plan are to: (a) clearly define the problem, (b) gain
public awareness, (c) mobilize support for innovative solutions, (d) use
resources more effectively, and (e) to procure various types of funding.
