The AICP Commission requests that entities soliciting planning
consultants follow a two-part RFQ/RFP selection procedure.  Here's the

Best Practices Analysis
The Hampton Roads Metropolitan Planning Organization (HRMPO),
Chesapeake, Virginia
Submittal Deadline: August 1, 2008
The Hampton Roads Metropolitan Planning Organization (HRMPO) seeks
expressions of interest from qualified firms. The project is to conduct
a best practices analysis of
Metropolitan Planning Organizations throughout the United States,
especially those of similar size with respect to number of members,
geographic boundaries, and population including the Commonwealth of
Virginia, and to provide recommendations to the HRMPO on issues
including, but not limited to: mission, practices,
organizational/committee structure, membership, bylaws, communicating
with the public and effective public access and involvement activities
and strategies. With respect to public involvement, the project should
provide best practices regarding: Title VI of the Civil Rights Act,
Limited English Proficiency, Environmental Justice, and conducting
outreach to low-income and/or minority communities. 
SCHEDULE
Qualifications and expressions of interest should be received by the
HRMPO by August 1, 2008. The HRMPO will select three qualified firms
that will each receive a request for proposal. Final selection will
occur by the end of August. The HRMPO reserves the right to reject any
and all submittals, responses and proposals received at any time.
