The AICP Commission requests that entities soliciting planning
consultants follow a two-part RFQ/RFP selection procedure.  Here's the

Pursuant to North Carolina General Statute 143-64.31 the City of
Fayetteville North Carolina, a diverse community of approximately
200,000 residents, cordially invites you to submit letters of interest
and statements of qualifications to provide all architect and
engineering related services necessary to permit, design, bid, and
manage construction of the new North Carolina State Veterans Park to be
located in downtown Fayetteville. A copy of the master plan and related
documents for the park can be obtained from the city's website at
www.cityoffayetteville.org. It is expected that construction management
will also be a part of the service contract and that one contract will
be issued for the majority of services needed including land surveying,
aerial photography, civil engineering, architectural building &
structural design, landscape, pedestrian & bicycle pathways & lighting
design. Geotechnical testing and reporting, and subsequent materials
testing will not be part of this contract. The project shall be planned,
designed and constructed in phases to allow for coordination with the
replacement of Rowan Street Bridge and construction of a new
intersection adjacent to the Park. The City of Fayetteville has an
interest in beginning construction at the earliest possible date
therefore phase 1 of the project should be planned and designed for said
interest.
The selected firm will work closely with city staff, NC DOT staff,
established City of Fayetteville consultants, the general public, and
various boards of the City of Fayetteville and other impacted
organizations to provide the final product. To assure continuity of the
Theme and Master Concept of the park the City of Fayetteville will
separately retain and contract with Vandewalle Associates who created
the concepts and master plan for this project. Vandewalle Associates
shall act as the city's agent as needed or directed by the city and will
be consulted for review and approval of design documents at regular
intervals during the design process. The selected firm is expected to
closely follow the original concepts and themes of the project while
incorporating the most modern and functional means and methods of
constructions.
Time is of the essence in the performance of this contract. Interested
firms shall provide, with their submittal, a proposed timeline to
conduct the work. The City of Fayetteville is prepared to implement the
process with all due haste. It is expected that this request will result
in the development of a list of firms that will be interviewed. Based on
the interviews and submittals, a firm will be selected for negotiations
of a contract. Work should start immediately thereafter and proceed
without interruption until completed, accepted, and implemented.
Interested firms may submit their standard qualification package
provided the below listed information is included and clearly
identifiable. Submitters are hereby notified that material provided need
not contain extravagant or expensive photos, charts, graphs, binders, or
the like. Particular attention should be made to providing information
that directly relates to the experience a firm has in providing similar
required services to other cities or agencies in North Carolina or other
states with similar situations. The statement of qualifications should
include at least the following information:
*	A cover letter stating your interest in the project. 
*	A listing of prior experience in providing like services.
Include a list of prior projects similar in size and scope and persons
to contact for references. Project listed should have been completed
within the past 10 years and should be for the persons that will be
assigned to this project. 
*	The education and experience of the principals and staff of the
firm that will be assigned to this project. 
*	An organizational chart indicating all personnel, by discipline,
within the firm. Include the same for any prime consultants. 
*	The personnel that would likely be assigned to this project and
any unique qualifications, of such personnel as it related to park
design, knowledge of use of indigenous material of NC, experience with
all required permits from NC DENR and the Corp of Engineers. 
*	Demonstrated special experience of persons proposed for the
design team with design of parks of this size and nature. The master
plan should be used as guide to list such experiences. 
*	Demonstrated experience with various environmental reports that
will be required by this project. Example include but are not limited to
ASTM Phase 1 Environmental Assessments, geotechnical samplings and
reports, 401 & 404 permits from the Corp of Engineers, National and
State Environmental Protection Act (NEPA, SEPA) environmental reports
and/or environmental impact assessments up to and including obtaining
final all final clearances and permits necessary to construct the
project. 
*	Demonstrated legal capacity and/or in-depth working knowledge of
North Carolina land and waterway use permit and regulations, bid laws
and procedures, and construction management experience and abilities. 
*	Demonstrated experience and knowledge of rules and regulations
pertaining to work around or adjacent to major railroad lines. Same for
work with NC DOT bridge and roadway division. 
*	Demonstrated experience to create and design LEED certified
buildings and ancillary features. Environmental impact, low operating
and maintenance costs and sustainability of the features of the park are
of primary concern. 
*	The approach that will be taken to conduct the work along with a
timeline schedule to complete all work. Major work elements shall be
shown. Use the attached schedule as a guide. 
*	Include current published unit cost of principals, clerical
staff, technical staff, and all associated cost on a unit price basis.
The final contract amount shall be mutually agreed based on the final
scope of work. 
*	A comprehensive listing of Consultants and/or subcontractors
that would likely be used as part of the design team. Include unit costs
for all team members proposed. Identify where these listed consultants
have been used in the past on similar projects. 
*	A current manpower allocation chart or graph or written
description that describes manpower available for this project. 
*	Minority status, if any, of the firm and any consultants and/or
subcontractors that will be part of the design team. 
*	Other factors the firm may feel important for the City to know. 
Ten (10) copies of the submittal should be sent to City of Fayetteville,
Attn: Craig Hampton, Special Projects Director, 433 Hay Street,
Fayetteville, NC, 28301 by 5:00 PM, September 17, 2008. Packages should
be plainly marked: Statement of Qualifications-NC State Veterans Park.
All submittals shall become the property of the City and the City
reserves the right to request additional information it feels necessary
to make a qualified judgment on a firm's ability to perform the work.
The City also reserves the right to award this contract in part or
whole, in the best interest of the City, and to reject any or all
submissions.

with other city staff or officials for the purpose of submitting
questions or obtaining information is prohibited and may be grounds for
disqualification from consideration.
