The AICP Commission requests that entities soliciting planning
consultants follow a two-part RFQ/RFP selection procedure.  Here's the

Long Range Comprehensive Plan Update
The Village of Pinehurst, North Carolina 
Proposals Due: August 29, 2008
The Village of Pinehurst invites qualified firms with considerable
experience in community design, land use planning, economics, and
citizen participation to submit proposals to update the Village of
Pinehurst Comprehensive Plan.
The Village of Pinehurst Comprehensive Plan is intended to serve as both
a physical and policy plan to guide the Village in its future
decision-making concerning land use and development/redevelopment,
mobility, infrastructure, economic development, community facilities,
parks and recreation, as well as neighborhood and community enhancement
for next twenty years. The Village of Pinehurst intends to build upon
its existing plan, adopted in 2003, and not "start from scratch" for the
current update process - although consultant guidance is expected and
strongly desired as to how a new plan document may be better packaged,
utilized, and maintained by Village of Pinehurst officials and staff.
The Village of Pinehurst is a premiere residential and resort community
that is recognized for its world-famous golf resort. The Village was
originally designed by Frederick Law Olmstead, and has served as the
site of the 1999 and 2005 US Open Golf Championship.
Although the Village of Pinehurst was established in 1895, it did not
become a municipality until 1980. As a result, the community's first
comprehensive plan was adopted in 1981 to provide a basis for zoning
regulations in the Village of Pinehurst. The 2003 Comprehensive
Long-Range Village Plan was adopted in April of 2003. Since adoption,
the Village of Pinehurst has implemented much of the intended
twenty-year plan priorities in five years. The Comprehensive Plan has
been used as a basis for the Village of Pinehurst Capital Improvement
Program and land use decisions.
The plan philosophy is still true today. The philosophy is to keep the
Village of Pinehurst a predominately residential community and to ensure
that growth is compatible with the character of the community.
